This refers to your letter of February 9 to Mr. Richard Baith of our San Francisco operations Office regarding activities of the Pacifi_o Oas and Electrie_ Comp. py in the Bodega Eead ama.
a It appears that the basic questions you raise deal with the matter of property rights which apparently am complicated in California The Atomic Energy by the historical relationship with Mexico.
Cossaission does not become involved in such questions in its regu-latory control over =~1=av reactors nor does it have any authority with mgd to the condemnation proceedings that a utility might invoke in acquiring Property. These are questions which a m in the hanan of the local authorities and must be re8olved between the utility and the local authorities.
The Atomic Energy Commission has not been involved in the activites you describe and has not given any permission. We have not, in fact, received an application from the company for an atomic power plant at Bodega Head.
You may be sure, however, that any application for a nuclear reactor is ev=4ned carefully and thoroughly by the Comaission's technical staff and by the Advisory Comittee on Reactor Safeguards with the This objective of safeguarding the health ani safety of the public.
