Attached is a report by our field inspector of a visit to j the site of the Pacific Gas and Electric Company's proposed j Bodega Bay Atomic Park, Sonoma County, California, on 1 March 19, 1963 i Although the Comtission has not yet authorized construction of this facility, PGkE's plans to construct a nuclear facility at this location have been vigorously opposed by relatively small but well organized and extremely vocal groups of local 3 l citizenry aid conservationists. This opposition has in recent {

weeks manifested itself in repeated charges that unauthorized 1 construction activities were taking place at the site. Protests have been made via the press, radio, television and even in a l letter to Secretary Odall, which was referred to the Director

of the Division of Licensing and Regulation for reply. In view of this, it seemed appropriate to visit the site to determine firsthand the nature and extent of the construction 1 activities. Results of our inspectors' visit indicate that all construction activities to date have been well within the letter and intent of 10 CFR 50.10(b).

SUMMARY

The site of the Pacific Gas and Electric Company's proposed Bodega Bay Atomic Park, Sonoma Co:nty, California, was visited on March 19, 1963. .

The physical location and characteristics of the site, insofar as could l

be determined by visual inspection, appeared to be as described in Section V of the Preliminary Hazards Summary Reporte Except for the erection of a meteorological tower, all on-site construction activities have been limited to excavation, grading and filling the tidelands adjacent to Bodega Harbor. With the exception of the foundation and guy line anchor posts for the meteorological tower, no concrete has been poured on or in the vicinity of the sits.

1. Scope of Visit The site of the Pacific Gas and Electric Compemy's proposed Bodega '

Bay Atomic Park, Sonoma County, California, was visited by R. H. Engelken and G. S. Spencer, Region V, Division of Compliance on March 19, 1963 The principal purpose of the visit was to determine the nature and extent of construction activities at the site. It had been alleged or

) inferred by opponents of the proposed plant in newspaper articles, l~ television and radio interviews and in letters to the Commission that l' the construction activities which w e currently in progress were in l violation of local and federal regulations.

The visit included an extensive tour of_the entire 225 acre site, much of the adjacent property owned by the University of California and a temporary access road which parallels the route of the permanent site access read which is currently in the early stages of construction. ,

Mr. Charles Joslin, Resident Engineer for Pacific Gas and Electric Company, accompanied the inspectors during the tour.

II. Results of Visit A. General An extensive tour of the site and adjacent areas indicated that j the physical location and characteristics of the site are substantially as described in the Preliminary Hazards Summary Report.

It was observed that a house was located closer to the site than the It mile distance referred to in paragraph 4.d.,Section V of the Preliminary Hazards Summary Heport. Mr. Joslin explained that house had 3 never been a dwelling but was an uninhabited " prop" specially constructed I for use in filming the motion picture "The Birds", produced by Alfred i

Hitchcock.

A herd of cows was observed to be grazing on the site. Mr. Joslin explained that the former owner of the property which comprises part of  !

the site had leased the pasture lands on the Head to local farmers for '

grazing purposes. Mr. Joslin said that he thoughtthat the lease had been included as a condition of the sales contract with the former owner. He said that he believed that the lease would expire sometime before the end j of the year.

Several large open tanks were observed to be installed near the cliffs on the western side of the Head in the vicinity of the proposed location for the discharge of coolant water. Joslin stated that these tr.nks had been used for mixing and storing aniline dyn used to study the diffusion characteristics of the ocean in the vicinity of the discharge tunnel outfall. Diffusion tests were not in progress during the visit, but Joslin said that a large number of tests had been conducted over a two-week period just prior to the visit. Joslin was not familiar with the results of the tests.
