Dear Mr. O'Neil:

Description of the Non-Comoliance:

On January 7,1998, the Net Total Suspended Solids (TSS) for the Unit 1 and Unit 2 cooling towers at Outfall 001 was identified to be 90.5 ppm, thereby exceeding the NPDES permit daily limit of 60 ppm. j Cause of the Non-Comoliance:

The cause of the elevated Net TSS daily limit has two causal factors:

e First, the sample line was contaminated which resultad in the weekly Net TSS reading higher than actual. This was evident since the Outfall 001 zinc concentration was 2 times greater than the average of the individual outfalls for the Unit 1 and Unit 2 cooling towers. A previous investigation revealed that the sample tubing made of tygon needed to be replaced quarterly due to fouling. J l

= Second, during re-collection of the sample, a storm event occurred and created an elevated j suspended solids condition in the Schuylkill River. -

,a' Actions to Prevent Recurrence:

O The tygon sample tubing has been replaced with stainless steel tubing to aid in the prevention of sample line contamination buildup. The elevated Net TSS resulting from weather and river conditions does not have an action to prevent recurrence.
