Subject:

Limerick Generating Station, Units 1 and 2 National Pollutant Discharge Elimination System Permit Revision to Waste Water Temporary Discharge Approval j

Gentlemen:

j By letter dated January 8,1997, PECO Energy informed the NRC that the Pennsylvania Department of Environmental Protection (PA DEP) granted its approval for a Temporary Discharge at Limerick Generating Station (LGS) as documented in a letter dated December 19, 1996. This Temporary Discharge involved releasing waste water from the LGS holding pond, which contained approximately 100 gallons of raw sewage, to the Schuylkill River. This Temporary Discharge is not considered a change / revision to the approved LGS National Pollutant Discharge Elimination System (NPDES) Permit No. PA0051926.

The PA DEP subsequently amended one of the conditions associated with the approval for this Temporary Discharge as documented in a letter dated January 8,1997. Specifically, the allowable fecal coliform limit was revised from 200/100ml as a geometric mean to 2000/100ml as a geometric mean, while the other conditions of the approval remained unchanged.

The LGS, Units 1 and 2, Environmental Protection Plan (EPP) Section 3.2, stipulates that the NRC shall be notified within 30 days following the date of approval of a change to the LGS NPDES permit. Although this Temporary Discharge does not constitute a change / revision to the LGS NPDES permit, PECO Energy considers it appropriate to provide this notification in accordance with the requirements of Section 3.2 of the LGS, Units 1 and 2, EPP. A copy of the January 8,1997, PA DEP letter approving the Temporary Discharge amendment is attached.

Dear Mr. Matty:

This is in reference to our December 19,1996 letter which approved a temporary discharge from 4

the holding pond through Monitoring Point 201 and ultimately to the Schuylkill River via Outfall 001 at PECO's Limerick Generating Station.

Condition No. 2 of the above referenced approval letter should be revised as follows:

2.

Monitoring Point 201 shall be sampled at the start of the temporary discharge and at 2-hour intervals during the duration of the temporary discharge and analyzed for fecal coliforms using EPA approved test methods. These sample results shall not be greater than 2,000/100 ml of fecal coliform organisms as a geometric mean value based on all sample results obtained during the duration of the temporary discharge.

All other conditions specified in the above referenced approval letter remain applicable.
