This letter is being sent to document a telephone conversation held on Wednesday, August 18,1993, between Bob Matty, of my staff. and Sohan Garg. of PaDER, conceming the subject discharge. On January 19 j
1993, a letter (attached) was sent to Mr. Garg indicating that the discharge rate reponed in our request for approval letter had been inconectly reported as 2nD ppm and that the actual flow rate is 450 gpm. We requested l
that the permit be amended to reflect this change. To date, we have not received written notification amending the approval. During the telephone conversation with Mr. Matty. Mr. Garg stated that since flow is not a condition of the original approval,it is not necessary to amend the pennit at this time. Therefore, the storage t
tank overflow is approved to discharge (via outfall 020) at the higher flow rate of 450 gpm with no changes to the original monitoring requirements (attached).
A copy of this letter (including any attachments or enclosures) is being sent to the U.S. Nuclear l
Regulatory Commission (USNRC) in accordance with the Limerick Generating Station, Units 1 and 2.
i Environmental Protection Plan. Section 3.2. which stipulates that USNRC shall receive a copy of any proposed changes to the NPDES permit at the same time that the permitting agency is notified.

Dear Mr. Garg:
As per your recent telephone conversation with Bob Matty, of my staff, this letter is being sent to correct information on the Perkiomen Storage Tank overflow discharge to Possum Hollow Run.
In a letter dated October 6,
- 1992, we requested that the subject permit be amended to allow a continuous overflow of Perkiomen Creek water to discharge to Possum Hollow Run (outf all 020) as a method of freeze protection for the Perkiomen Storage Tank. The discharge rate from the tank to Possum Hollow Run was reported as 200 gpm.
It has been brought to our attention that the discharge rate is actually 450 gpm.
- Note, protective measures are in place to insure that no erosion of the stream banks and bed takes place (as per your approval letter, 11/17/92).
In your conversation with Mr. Matty, you indicated that the increased discharge rate should not be a problem.
Please amend the subject permit to reflect this change in the discharge rate.

Dear Mr. Morley:
This is in response to your October 6, 1992 letter requesting amendment of the subject permit to allow for the continuous discharge of 200 gpm of storage tank overflow containing Perkiomen Creek water to Possum Hollow Run. The discharge is necessary to provide freeze protection for the make-up storage tank.
Your existing permit does include authorization to discharge overflow water during emergency events.
We hereby approve your request for a continuous discharge at Outfall 020 subject to the followirg conditions:

No erosion of banks or stream beds shall be induced by the discharge:
e appropriate erosion and sedimentation controls shall be installed at the discharge point 020. The rate of discharge must be controlled to j
prevent scouring of stream bed and erosion of the stream bank.

The following discharge requirements shall be met:

a.
Dissolved oxygen - minimum daily average 6.0 mg/1, no value less j
than 5.0 mg/1.

PH - 6.0 to 9.0 Standard Units at all times I
c.
The discharge shall not contain any substances in concentration or amounts sufficient to be inimical or harmful to the water uses to be protected or to human, animal, plant, or aquatic life, i

Biweekly Monitoring shall be performed at the outfall 020 and the results shall be submitted to this office along with the monthly I
Discharge Monitoring Reports.

Approval for a continuous discharge expires on April 30, 1993.
Your NPDES permit will be revised to incl.ude this approval when we revoke and reissue your permit as part of the Schuylkill River waterbed repermitting.
