Limerick Generating Station, Unit 1 and 2 Noncompliance of NPDES Permit No. PA-0051926

Dear Mr. O'Neil:

Descriotion of the Non-Comoliance:

The flow integrator used to measure Spray Pond effluent flow was declared inoperable on March 18, 1996 and returned to service after repairs on June 6, 1996.

This instrument, required by Part A of the permit, is used to measure the contribution of Spray Pond flow to the total integrated flow at Outfall 001.

There are no contingencies within the permit for an alternate means to measure flow when any of the four separate flow meters that contribute to the total outfall 001 discharge are inoperable.

Daily observations were taken to estimate the flow from thn Spray Pond.

The estimated gallons is included in the daily total discharge for outfall 001.

Cause of the Non-Comoliance:

The cause of the non-compliance is due to a faulty flow integrator.

The discharge from the Spray Pond is intermittent, therefore the failure of this instrument was not readily evident.

The frequency of use of this instrument has changed to daily as stated in issue number five of our noncompliance letter dated April 28, 1996.

The daily recording of flow will allow the System Manager to assess the operability of i is t

instrument on a weekly basis.
