1. Introduction  !

i This report describes the implementation of the Environmental Protection Plan l (EPP) from January 1,1994 through December 31,1994.

Provided herein are summaries and results of the envimnmental pmtection  :

activities nquired by Subsection 4.2 of the EPP. 'l I

2.0 Environmental Protection Activities l 2.1 Aountic Monitorine The Environmental Protection Plan states that the hTC will rely on {

decisions made by the Commonwealth of Pennsylvania, under the 'l authority of the Clean Water Act, for any requirements for aquatic i monitoring. Industrial waste NPDES Permit PA 0051926 provides the  ;

mechanism for protecting water quality and indirectly aquatic biota. -In accordance with the requirements of Section 3 of the Permit, monitoring results were summarized for each month and reported on Discharge Monitoring Reports (DMR) which were submitted to the DER and EPA.

A summary of the results as reported in the monthly DMRs is on Table

1. In addition, fish and sediment collections in the Schuylkill River and water quality sampling and observations at Still Creek and Owl Creek Reservoirs were performed in support of LGS in 1994.

Periodic inspections of the Still Creek and Owl Creek reservoirs and.

receiving streams revealed no sign of increased erosion, sedimentation, or other environmental damage.

Asiatic clams are present in the Schuylkill River both upstream and downstream of LGS. Monitoring plates were examined monthly (April through November) for Zebra Mussels. No Zebra mussels were found in either the Schuylkill River or Point Pleasant Diversion waters.

The Schuylkill River near LGS was occasionally electrofished to obtain l

Radiological Environmental Monitoring Program samples. Biologists l observed an increase in largemouth populations and numerous i

bullheads. However larger sunfish (i.e. > 160mm) were becoming scarce.

2.2 Icrrestrial Monitorine i

, No terrestrial monitoring is required.

2.3 Maintenance of Transmission Line Corridors l Transmission line maintenance records concerning herbicide use are.. ,

being maintained by the Company's Constmetion/ Transmission and - j Distribution Division. As required by the EPP, these records can be ,

made available to the NRC upon request.

2.4 Noise Monitoring All noise surveys required by the LGS Final Environmental Statement,- .

Section 5.14.4, Atomic Safety Licensing Board (ASLB) ruling LBP  !

11, dated March 8,1983, and LGS Appendix B Technical I Specifications, Sections 2.3 and 4.2.4. were completed in 1990 for 1 Limerick Generating Station Unit 2 operation and Bradshaw Reservoir.

2.5 Environmental Protection Plan  !

- Four non-routine reports were submitted in accordance with EPP .

Subsection 5.4.2. Copies of all letters were supplied to the NRC.

1. NPDES violations for the release of chemically treated water ,

from an unmonitored discharge point occuned on January 16 t and 17,1994 when cooling tower blowdown overflowed from  !

the Discharge 001 pipeline and flowed into Possum Hollow Creek. A notification letter was sent on February 28,1994. ,

2. An NPDES violation for exceeding the maximum daily limit for .

total zinc from Discharge 001 occur:ed on February 4,1994. A second NPDES violation for discharging cooling tower water via i storm water Outfall 021 instead of Discharge 001. occured on February 21,1994. A notification letter was sent on March 24, j 1994.

3. An NPDES violation for for exceeding the maximum daily limit for total zinc from Discharge 001 occurred on June 9; 1994. A-notification letter was sent on July 27,1994. 3
4. Two NPDES violations for exceeding the maximum daily limit for total zine from Discharge 001 occurred on July 8,1994 and August 15, 1994. A notification letter was sent on August 31,  :
