Limerick Generating Station, Bradshaw Reservoir NPDES Permit PA0052221 Non-Compliance

Dear Mr. O'Neil:

DESCRIPTION OF THE NON-COMPLIANCE During the month of June 1998, the NPDES limit for' fecal coliform concentration at the discharge of the Bradshaw Reservoir pumps f

into the East Branch of the Perkiomen Creek was not met.

The permit requires five consecutive grab samples each collected on different days, and the geometric mean of the five samples must be less than or equal to 200 colonies per 100 ml.

An Ozone Disinfection System is utilized for treatment at the Bradshaw Reservoir Water Processing Facility.

3 On June 19, 1998, the geometric mean of the fecal coliform concentration was calculated to be 223 colonies per 100 ml, thereby exceeding the NPDES permit limit.

The limit was exceeded due to two anomalous data points.

An additional sample was taken on June 23, 1998 which brought the geometric mean back within the l

limits to 128 colonies per 100 ml.

July 27, 1998 Pa,ge Two CAUSE OF THE NON-COMPLIANCE:

The June 1998 non-compliance occurred in the following manner.

Three of the samples taken were within the limits imposed by the NPDES permit. The other two, occurring on June 4 and June 16, l

were greater than the 200 colonies per 100 m1 limit.

The June 4'" reading has been attributed to random spiking. The sample at the discharge was five times greater than a concurrent sample that was taken prior to ozone disinfection. This phenomenon has been previously acknowledged by the DEP. The high reading for June 16" has been attributed to the ozonation units being out of i

service at the time the sample was taken.

On June 16, 1998, the ozone water treatment system had been taken out of service at the Water Processing Facility due to emergent work.

There had been problems with the ozone destruction unit which required securing the main ozonators prior to work. While the work was being performed the fecal coliform samples were taken at the discharge.

Sampling occurred late in the morning on June 16*. The ozonators were placed back service in the early afternoon on June 16*".

CORRECTIVE ACTIONS TAKEN:

A sixth fecal coliform sample was taken on June 23, 1998.

The concentration of this sample brought the five sample geometric mean back within the limits of the NPDES permit.

CORRECTIVE ACTIONS TAKEN TO PREVENT RECURRENCE:

Sampling procedures have been enhanced to. ensure normal operating conditions of the ozone disinfection system prior to sampling.
