SUBJECT:

DROP-IN VISIT -- COMMONWEALTH I:DISON COMPANY (Ceco).

On December 6, 1993, at 12:30 p.m., Mr. James J. O'Connor, Chief Executive Officer, and Mr.-Michael J. Wallace,-Vice President, Chief Nuclear Operating Officer, of Commonwealth' Edison Company, met with J. Taylor, T. Murley (NRR), J. Callan (NRR), J. Dyer (NRR), K. Cyr (OGC), L. Chandler (OGC), J. Snieze . (OEDO) , - W.

Bateman (OEDO), and W. Dean (OEDO) to discuss items of mutual interest regarding op6 rations at the Ceco nuclear plants, with special attention devoted to activities at Quad cities Nuclear Station,. Units 1 and 2.

The specific areas discussed included:

l described a successful maintenance outage on Unit 1, that L was voluntarily extended to repair a packing leak discovered l during startup. They expressed no controversy with the.

report, and look forward to a meeting later this week with the DET taan leader, in order to fully understand the contents of the report. They intend to revise both their site and corporate management-plans to reflect the findings of the DET. The' licensee affirmed that they will not be schedule or resource restrained in executing forthcoming outages or in fixing problems at the plant. They emphasized that corrective action plans associated with improving performance at Quad Cities will be followed-through with_and completed.

> gyarall nerformance of cEcot_ The-licensee'briefly discussed each of their other five sites and their relative strengths and weaknesses.- Of note was their concern with operations at LaSalle Station, which they believe has slipped in its performance the past year and needs improvement. They noted that they are breaking paradigma by hiring quality people fron outside the organization (e.g.,~Sig-Berg,-Warren lMurphy, Don Ray, Guy Campbell). They also stated that they are looking outside the company to fill a new Engineering VP position and to hire. experienced. systems engineers, which they hope will alleviate a long standing problem with their

-engineering organization. They stated confidentially, that they are-also establishing the separate position of Chief Nuclear Operating Officer to backup Mike Wallace. They r

increases the allotment of funds to their older plants, and

' that they are looking at process improvements to achieve cost savings measures.

> Porthcomina EDO visit to Ouad Cities: The EDO noted that many of the problems at Quad Cities were previously known by CECO, and not acted upon. His visit on December 13 was discussed, and the licensee stated that they would like for him to meet with-both senior managers and bargaining unit managers during his visit. With Unit 2 in a maintenance -

outage during this time, it was noted that it would be possible to observe work-that was in progress.

The meeting adjourned at approximately 1:20 p.m. No regulatory decisions were requested or made.
