SECURITY OF OFFICIAL PERSONNEL FOLDERS (OPFs)
In addition to the procedures stated in Paul E. Bird's memorandum of September 27, 1982, the following are practiced in allowing individuals outside the Division of Organization and Personnel to review OPFs:
O&P staff members may request a file at anytime.
Properly credentialed investigators of NRC, OPM and FBI are allowed to review specific folders after they properly identify themselves.
NRC supervisors and managers are permitted to review the records of personnel who work for them or of individuals who are under active consideration for reassignment to them. The Records Clerk promptly informs Jo Browning, Mike Callahan or Mike F,ox of such requests to ensure consistency with security issues.
Individual employees may request to see their own folders through the Staffing Specialist which is responsible for his/her Office's account.
Attorneys of the Operations and Administration Division of ELD who handle personnel cases may request a file at anytime.
Any other requests are routed to Jo Browning, Mike Callahan or Mike Fox for approval or disapproval consistent with privacy and security concerns.
