Attached is a copy of subject agreement, captioned " Memo of Understanding," which we have effected with the Office of Inspector and Auditor.
A copy of this memo, with attachment, is being furnished Branch Chiefs for information.

, ) .J MD40 0F UNDERSTANDING Pursuant to SECY 75-479, the Office of Inspector and Auditor (OIA) is responsible for referral for investigation or prosecution of alleged or suspected criminal violations of Federal law arising from or relating to NRC activities except those requiring prompt field response (sabotage, terrorism, theft of SNM, etc.), which will be handled by Office of Inspection and Enforcement (IE) with OIA providing backup support. ,
2 The Division of Security will forward all alleged or suspected criminal vio-lations of Federal law coming to its attention to OIA or IE, consistent with 1 above, and will keep OIA advised of any further information received on such matters. OIA, in turn, will keep the Division of Security advised of any matters referred to it which relate to Diviaba of Security responsibilities. "

CIA will be responsible for investigations relating to misconduct of NRC employees or the integrity of NRC operations. The Division of Security will be responsible for security operations, including matters relating to the physical security of NRC buildings and liaison with local police, except that in matters of substance involving theft of Government property or I
ether Federal criminal matters or possible misconduct of NRC employees, the Division of Security will coordinate with OIA.

4 The Division of Security will be the routine point of delivery for l incoming reports and mail from the FBI, including matters unrelated to personnel security, physical security, classification, etc., and will i
forward matters relevant to OIA operations as promptly as possible. ,
5 The Division of Security will continue its normal liaison functions with FBI and other departments and agencies, as appropriate, in connection with its responsibilities, including those relating to personnel security, physical security and classification of information.
6 The referral responsibility referred to in 1, above, does not affect reporting by the Division of Security to the FBI of' certain losses of classified documents or material which do not constitute alleged or suspected criminal violations of Federal law, as covered by section 2601-042 of present ERDA manual chapter 2601. As appropriate, the Division of Security will advise OIA, for information, of any such referrals and of information received pursuant thereto.
