---Re: Subcommittee hearings in Washington, D.C., June 14-15, 1978, on Diablo Canyon reactors, San Luis Obispo County, California A crucial question of public safety pursuant to proposed operation of the referenced reactors was addressed during the Fall 1976 hearings of the California State Energy Comission at Avila Beach, California, on evacuation plans required of the surrounding municipalities.
You will find in this testimony the documented opinions of several highly qualified scientists regarding the potential for disaster which would follow an earthquake along the Hosgri Fault of a magnitude at or in excess of 7.5 Richter.
Additionally, we would direct your attention to the August 1977 review by the Union of Concerned Scientists (UCS) of WASH-1400
(!!UREG-75/014), pp. 201-204.
It is pointed cut that reputable geologists including those from the University of California and Stanford have concluded with reasonable certainty "...that the Hosgri and San Gregerio Faults join to for.n one huge 300-mile-lono branch of the San Andreas erM Fault...[which] should produce a larger magnitude earthouake that could deliver a greater force to the plant site than would a 100-mile fault."
Further, the UCS review examines PG&E's argument that because the plant is nearly completed, the benefits of operating it outweigh the incurred costs. We submit that this argument is transparently specious, in view of PGaE's and AEC/NRC's history of ignoring the January 1971 published findings by Shell Oil geologists Hoshins and Griffiths.
As you may be aware, their survey findings indicated a 100-mile fault (the llosgri) along the Central California coast which passes within three miles of the Diablo Canyon site.
It is our position that the continuing refusal during 1973-75 by 3'
the NRC to grant a stop-work order on the Diablo project, as was re-quested by the intervenors, constitutes prima facie evidence of collusion between PGT.E and the regulatary agency to circumvent HEPA. We urge the members of ACRS to reject the current attempts by the interested parties to further compromise public safety for private gain.
