Dear Jim:

Last sumer in a discussion on the USGS's role in the Diablo Canyon Seismic License Condition we agreed,that before we add tasks to our contract for the Diablo Canyon review, to discuss the USGS's role.

I tried to reach you and Ted, but I missed you both before you went on international travel. We are beginning the modification of the USGS contract to add the two tasks which are sumarized on the enclosed Project Identification Sumary (PID) sheets. These PID sheets briefly outline what we would like the USGS to advise us on in the License Condition.

Once these sheets are signed and approved by H. Denton, we will be more or less locked into the funding levels indicated. What we need to know as soon as possible is if these funding levels are reasonable from the USGS's point of view.

As far as the actual work to be performed, we have flexibility and we will not lock in to the actual wording until the contract negotiations.

We would like to meet with the USGS to discuss the contract during early

' October. We are planning to have these tasks in place by January 1, 1985.

The USGS provides expertise in a wide variety of earth sciences disciplines and is to provide information and advice to the NRC during the parallel staff effort re-resulting from the License Condition on Diablo Canyon to revalidate the seismic design bases.

. WORK REQUIREMENTS (DESCRIBE WHAT IS TO BE PERFORMED)

The USGS will assist the staff by"a 4Mplishing the foll5 wing:

1.

Reviewing the geological and geoph'ysical data, informat, ion and interpretation provided by the Licensee.

2.

ReYiewingdataahailablefromUSGSandUSGS-fundedstudiesoff coastal California.

3.

Aiding in the development of the NRC program.

4.

Conducting geologic reconnaissances of the Diablo Canyon site and region.

5.

Defining geological and current tectonic framework of Diablo Canyon region including a definition of those faults which may have an impact upon the reevaluation of the seismic design at Diablo Canyon.

6.

Preparing draft and final reports on the geology and tectonics of the DCNPP site and region.

7.

Attending meetings in Bethesda, Maryland, the DCNPP site and elsewhere in order to accomplish the preceeding tasks.

2. Perform both linear and non-linear regression analysis of the data base.to develop
  • attenuation equations for peak acceleration, peak velocity and spectral values for both horizontal and vertical components of ground motion. 3. Assess which parameters

.such as focal mechanism,embedment, site geology, topography, etc.,

significantly influence the ground motion. 4.' Make provisions in the predictive equations for accounting for significant parameters. 5. Prepare draft and final reports in which the data, the analysis technion and the results of the studies are presented in detail. 6. Attend meetings
