FACILITY:

DIABLO CANYOE UNITS 1 AND 2 StBetARY OF GEOLOGY REIATED SITE VISIT AND MEETING HELD ON FEBRUARY 22, 1974 his site visit and meeting were held to familiarise the staff and their econsultants with the geological characteristics of the site, with emphasis on the soil characteristics and stability of the slope located east of the plant buildings. PCM representation incanded their soil consultants Harding-IAvson Aseeciates, and representatives of the staff's consultant, the Corps of Engineers, were also present. A complete list of attendees is given in Enclosure No. 1.

he tour of the site concentrated on the slope east of the plant where

questions of slope stability had been raised previously by the staff (see pages 5-6 of Enclosure 1 of the letter to PCE dated 8/13/73).

Harding-Laween had completed additional field and laboratory work related to this slope, and issued a detailed report to PGE on their findings.

Wis report was submitted as part of Amendeent 2 to the FSAR (see Appendix 2.5C, " Stability Evaluation Power Plant Cut Slope, Diablo Canyon Site -

San Luis Obispo County, California"). On the basis of current and previous investigations of the power plant slope Harding-Lawson concluded that the slope will be stable during the safe shutdown earthquaka, and that no damage to ad.jacent safety reisted structures would be incurred.

% e Corps of Engineers indicated in the meeting, that they had reviewed the Harding-Lawson report in detail; this review included a check on several of the calculations. De Corps feels that the fisld and laboratory work are complete, and they generally concur with the conclusion reached by Harding-Lawson. Day added that the comments from Dr. H. Bolton Seedcof the University of California at Berkeley.on the slope stability analysis (see Appendix F of the Harding-Imwoon report) are particularly significant since Dr. Seed is regarded as one of the nation's experts in the area of soils stability. staff on their evaluation of the Harding-Lawson report.

RAR i 1974 the remainder of the meeting was devoted to discussion of details in the report, inc hding the computer codes used to compute accelerations and displar.ments. At the conclusion of the meeting the staff indicated that thef now had sufficient information to perform their final evaluation of the stability of the slope.
