SUBJECT:
STATUS OF DIABLO CANYON INTERRDCATORY RESPONSES The purpose. of this memorandum is to inform you of the status of the Diablo Canyon interrogatory responses and the extent to which USGS is involved in preparation of the responses.
Several meetings were held in house the week of March 28 for the pur-pose of deciding how best to handle the subject responses. Inasmuch f@gaggi as the seismic design reanalysis program was based primarily on the recommendations of the Geological Survey, it was concluded that direct participation of the USGS in the preparation of interrogatory responses would be appropriate. I understand that Mr. Case discussed the subject with Dr. Coulter on April 1 and it was decided that joint responses should be prepared by the principal USGS and staff reviewers.
Dr. Coulter indicated that Mr. Frank ticKeown of the USGS would be principally involved, and that I should contact Jim Devine to arrange for a meeting for the purpose of developing the responses.
I discussed the subject with Jim Devina on April 5,1977. It was agreed that he would contact Frank McKeown to determine his avail-ability for such a meeting. The week of April ll, I was informed by Devine that McKeown planned to provide him (Devine) with comments after he had had an opportunity to review the interrogatories, but that he would prefer to not participate directly in the preparation of the responses. Devine expected to have some time available each day during the week of April 18 to work with us on the responses.
However, I understand that he was tied up in Congressional Hearings on the 18th,19th and 20th. The time that Jim had available on the 21st and 22nd was devoted to the Skagit and Pilgrim reviews.
Consequently, we have not had an opportunity to review the interroga-tories with the USGS or to obtain their views on the proper response to each interrogatory. Devine lef t for Alaska on April 22 and will not return until next week. Before leaving he cold me that in the preparation of the responses, it was their intention to rely heavily on their final report to us on Diablo Canyon. That being the case, I feel that we should proceed with completion of our renoonses, referencing the USGS,
report where appropriate.

At the present time, Carl Stepp is reviewing draft responses prepared by Renner Hofmann and Dick McMullen. Carl expects to have a final draft prepared before the end of the week. We expect to transmit copies of the final draft responses to Devine for USGS information and commment.
