DEVELOP!'ENT OF ELEMENTS OF DIABLO cat! YON SEisitic REVALIPAT!0tl LICENSE CONDITICH As you are aware, on t' arch 27, 1984, the Comission approved the attached license condition for Diablo Canyon requiring a state-of-the-art revalidation of the seismic design bases for the site.

In order to provide consolideted and focussed attention to this issue, I request that the GSB take the lead in preparing and carrying cut the development of the conditions with input and assistance from SGEP in appropriate areas. This approach worked well in the Summer confirmatory study and I suggest a similar effort here. Steve Brocoun of GSP will coordinate the activity as required.

y Diablo Canyon Nuclear Plant License Conditions s

[PG&E shall develop and implement a State-of-the-Art Program to revalidate the seismic design bases used for Diablo Canyon. PG&E shall submit for NRC staff review and approval the proposed Program Plan and proposed schedule for implementation by January 30, 1985. The program shall be comple,ted and final report submitted to the NRC by July 1, 1988.]* The program shall, as a minimum, include the following elements:

1 (1) Seismic Probabilistic Risk Assessment (2) Examination and evaluation of all relevant geologic and seismic data, information and interpretations that have become available since the 1979 ASLB hearing.

(3) P.eevaluation of the magnitude of the safe shutdown earthquake.

(4) Reevaluation of the ground motion at the site based on Item 3 above with full consideration of site and other relevant effects.

(5) An evaluation of the seismic capacity of the plant as it is actually constructed using the information derived in (1) and (4).

PGAE shall submit semi-annual status reports, or at other times as directed by the staff.

• 0n March 27, 1984, the Comission voted 4-1 to approve this part of the proposed license condition with the understanding that specific program elements would be provided at a later date after the staff meets with the utility and ACRS.
