SUti!!ARY OF ADVISORY C0fHITTEE ON REACTOR SAFEGUARDS (ACRS) MEETING CONCERNING THE DIABLO CANYON OPERATI!!G LICENSE APPLICATION The ACRS met in Washington, D.C. on November 13, 1976, to discuss the Diablo Canyon Operating License Application. A list of attendees is provided in the enclosure.

Background

PG&E had applied for operating licenses for Deiablo Canyon in 1973.

I Construction of Unit 1 had essentially been completed in April 1976.

However, the review of the operating license application was not yet completed due to delays associated with evaluating the earthquake potential of the Hosgri fault. This fault, located about 31/2 miles offshore from the Diablo Canyon plant, had been discovered after the Ml construction permits for the Diablo Canyon units were issued.

On May 11,1976, we had fonnally issued our evaluation of the earthquake i

potential of the Hosgri fault. We had stated that a Magnitude 7.5 earthquake should be assumed to occur on the Hosgri fault and an effective site acceleration of 0.75g should be used in developing design response I

spectra for reevaluating the plant's seismic capabilities. These matters j

had been discussed with the Subcommittee and the full Comittee on May 21 j

June 25, June 26 and July 8; 1976.

l Subsequently, PG&E had submitted proposed design response spectra. We had completed our review and formally presented the staff position con-cerning design response spectra in Supplement No. 5 to the Safety Evaluation Report (SER) dated September 10, 1976. This staff position had been discussed with the ACRS subcommittee on October 11, 1976.

'Je had also revicwed the recomendation of our consultant, Dr. flathan M.

Newnark, who had independently developed snectra using a different approach. Based on these reviews, our position stated essentially that spectra which were greater than or equal to those recomended by our consultant would be acceptable for use in the reevaluation.

He briefly discussed the staff position concerning desion resconse spectra (including the effective acceleration of 0.759). The staff i

members present as well as our consultants Dr. fl. Hewnark of the University of Illinois and Dr. H. Colter and Mr. J. Devine of the U.S.

Geological Survey responded to numerous questions from the Comittee and its consultants concerning the basis for the staff position.

PG&E's consultant, Dr. Blume, discussed his t.ork and responded to questions from the Committee and its consultants.

i Ve agreed to provide a detailed justification for our acceptance, in this particular case, of the standard damping values given in Regulatory Guide 1.61, " Damping Values for Seismic Design of Nuclear t

Power Plants". He also stated that we would pmvide reports on theoretical studies of earthquake characteristics prepared by PG&E's M

consultant and by our consultant.

At the conclusion of the meeting the Comittee Chairman stated that the Comittee would communicate later with the NRC staff concerning future actions.
