SIHiARY OF MEETIfri HEl.D 0*! AUGUST 27, 1976 TO DISCliSS SEISIC DESInti

'>FEVAU!ATI0f:

Mc net with the applicant on iuaust 27, 1978 to discuss the seismic a

design reevaluation. A list of attendees is provided in the Frclosure.

PG".E vtas reevaluating the seistnic design capabilities of the plant in inars@ @

tems of an carthouake that was rare severe tSan the original desion earthquakes.

In tSis connection, PG.tE had disc'essed tha status of the reactor coolant systen reanalysis at an f.dvisory Comittee on '?eactor Safeouards DCRS) subcomittee r"etino on June 25 and June 26, 1076.

M*.E' had req :csted this neetine (Aunust 27,1076) to (1) omvfde the staff t ith an urAate on the status o# the reactor coolant syste-raanalysis ant! (P) to discuss the reactor coolant s.usten reanalysis vi t'1 internsted staff nmben v.ho had not attended the 3CRS subcomittee une ti na.

M*E.and "estinohouse stated that thn analysis results had so far indicated that the reactor coolant systen eould rrrain within tbn faulted condition stress lirif ts of the AS'1F Poiler and Pressure Vessel Code.

(The staff had nravinusiv indicated that these linits t.' ore accontable criteria.)

Tha analyses had so far been based or the followinn:

(11 tM cround resronse s ectrun recomanded hv PGtF's consulta-t,

': r..'o b n '.. Pl'rn.

(2) no reduction in the grcund response spectrm dc to non-linear (dectilitvl effects.

(3) conbininc aarthquake loads eith loss-of-coolant accident (l.CCf.)

loads by tc snaare root of t' e si.a of the souarns method.

c, SEP 14 576 2-PGr<E and '4cstinnbousa noted that if the staff should recuire sienificantly more severe ground response spectra, it night be necessary to nerfem a more complex analysis which codeled the interaction between the reactor coolant systen and its supportinn structt'res.

Such an analysis would yield lower calculated stresses in the reactor coolant systen than the normal analysis nethods. Powever, it wnuld take about ore year to complete such an analysis.

He discussed the possibility that the staff nicht accent a reduction in the ground response spectrum due to non-linaar effects. This m.icht offset a requirement for a more severe cround response srectrun.

PG'.E and Westinqhouse noted that the calculated stresses due to the earthquake were well f clov the faulted condition stress linits.

It was only after carthquake stresses were combined with stresses due to a postulated sinultaneous LOCA that the limits were approached.

3ccordingly, they could show acceptable stress levels using the nomal analysis nethods for even the. rost sevorn of nround rescense spectra currently under consideration if they were not required to assum W

a sinultaneous LOCA.

e discussed tc cossibility of not corbininc partbcua!:c loads with LOCS loads for the purroses of the seisnic desien reevabation. The ratiot ale for t'efs could be that, if t5e carthorat e does not overstress the reactor coolant systen, it sho'11d rot cause a L0r3.

It did not seen likely, however, that this arcroach would to used.

The square root of t5e sun of the sauares nathod of co-t ining carteua' e and LOCA loads (which t'e arolicant had tren using so far) represented sor e. relaxation relative to norral neccedure. The apalicant felt t':at this could he technically.imtified and planned to subnf t the instification for it in the future.
