We met with the applicant on June 23, 1976 in San Francisco, California to discuss the seismic design reevaluation of Diablo Canyon.
I A list of attendees is provided in the Enclosure.
At a previous neeting on June 10, 1976, the applicant's consultant, Dr. John A. Blume, had described his work, which would fom the bases for a recomendation concerning design response spectra. However, at the previous meeting Dr. Blume had not yet provided a specific recomendation.
At this meeting (June 23,1976) Dr. Blume discussed ground response spectra for Diablo Canyon which he was prepared to describe to the gp Advisory Comittee on Reactor Safeguards (ACRS) subcomittee on June 25, 1976. Dr. Blume had based his recomendation on 8 rock site records of nearby earthquakes. He had taken the records, reduced the k
high frequency portions of the spectra associated with then according JD to the methods of Scanlan and Yamahara, and then perfomed statistical operations on the spectra to arrive at the recommended values. Since the records had been for smaller earthquakes than the nagnitude 7.5 earthquake that was being considered here, he had raised the low frequency portion of the spectra to confom to the shape of the Regulatory Guide 1.60 spectrum.

of their derivation, in an FSAR amendment. We told the applicant that I
we would need to review the FSAR amendment before we could reach a staff l
conclusion concerning the spectra.
