You asked me to comment on Ray's statements. Frankly, I as perplexed. Don's analysis clearly does show that velocity is related to acceleration and recommends that a value of 28 in/sec might be appropriate for this site. Moreover, it is clear from all available theory and data that spectral shape does depend on intensity of shaking.
