Newnark on January 13, 1976 in Chicago, Illinois to discuss seismic design of Diablo Canyon. A list of attendees is provided in the enclosure.

We briefly discussed the history of the Diablo Canyon operating license review of geology and seismology and its current status.

Newark and Hall had, at our request, initiated a review of the Diablo l

Canyon seismic design in December 1975 and had visited the plant during the week of January 5,1976. Their review was still in its initial stages. We agreed to provide the results of our evaluation and the U. S.

Arny Corps of Engineers' evaluation of slope stability for their review.

Although our tsunami evaluation had been coupleted we agreed to review m

,the earthquake motion used. as.aa. input to the. tsunami calcul.ations in the light of recent developments'in the geology-seismology review.

V The U. S. Geological Survey (USGS) had provided us with a draft report on January 12,1976 which referenced the ground motion which had been r ('

specified as a design basis for the Trans-Alaska pipeline (Geological Survey Circular 672). In Circular 672 the ground motion was specified in a form which is not usually used in nuclear power plant applications.

In nuclear power plant applications response spectra are normally used for design purposes. Newmark and Hall had worked on developing, from circular 672, appropriate response spectra for use in design of the Trans-Alaska pipeline. It was agreed that the staff and Newserk and Hall would meet with USGS on 1/22/76 or 1/24/76 in San Francisco, Califomia for a preliminary discussion of how the USGS draft mconnendation could i

be used to formulate ground response spectra appropriate for the design of Dia'hlo Canyon, Following this meeting, Newmark and Hall would develop reconnended ground response spectra for Diablo Canyon. We would then discuss the matter again with USGS. It was also agreed that following the second meeting with Newmark and Hall and the USGS, Newmark and Hall would proceed to complete their review of the adequacy of the plant design in the light of these spectra. They would aim to provide a reconnendation on this matter by 3/31/76.

We noted that the staff would meet with USGS to discuss the bases for their geology / seismology opinions in the near future.

In addition, we discussed the capabilities and limitations of applying Newmark's recent work on the probabilities of structural and/or system failures in nuclear power plants for various sizes of earthquakes.
