SUBJECT:

HYORAZINE RELEASE Between the hours of 9:40 pm Monc'ay night and 9:20 am Tuesday morning approximately six gallons of Hydrazine was discharged into Lake Wylie from a waste water treatment pond at Catawba Nuclear Station near York, SC.

The licensee postulated that excess Hydrazine in the waste water treatment pond resulted from station personnel rinsing a Hydrazine shipping container (they thought was empty but

' was not) into a sump that was later pumped to a waste water treatment pond. The pond was being discharged into Lake Wylie at the time.

Several dozen dead fish were observed in the area of the discharge point after the release.

The licensee declared an Unusual Event because Federal Guidelines for Hydrazine discharges were exceeded. The Unusual Event was terminated at 4:20 pm March 1, due to Hydrazine no (N longer being detectable at the site bcundary. All appropriate county, state, and federal authorities were informed by the licensee. The South Carolina Department of Health and Environmental Control inspected the area.

The NRC received initial notifica+. ion of this event from thc licensee to the duty officer about 12:50 pm (EST) on March 1, 1988.
