J l _. v May 1, 1984 Note to: Een Hayes, Director Office of Investigations Darrell Eisenhut, Director Division of Licensing Office of Nuclear Reactor Regulation
SUBJECT:
DISCUSSION WITH TOM DEVINE (GAP) REGARDING DIABLO CANYON ALLEGATIONS Following our conversation on April 30, 1984, I spoke with Tom Devine of GAP regarding recent allegations of wrongdoing made by a number of his clients.
I asked Mr. Devine whether he could specifically identify any such allegations.
His response was that he could provide such information but that to do so v.ould require his review of each of the transcripts of interviews with his clients which we could undertake just at easily.
Also, in response to a question he asked me in a phone call on April 27, I advised him that the Staff vas preparing Board Notifications which would set forth a characterization of the information provided by his clients during recent interviews but that the Staff would not be providing the interview transcripts themselves.
He voiced his strong objection to such approach noting that, by giving only a characterization prepared by the Staff, there would always be room to challenge the accuracy of that characterization.
In answer to his question whether the Staff would show a draft of such Board Notification to his clients to permit them to check its accuracy prior to issuance, I advised him that the Staff would not.
