DIABLO CANYON UNIT 1 --. ALLEGATIONS i G ??%%y - On Augusf 23,f1984 we infonned the CommissiMUat all 1404 allegations received as of July 1,'.1984 had been evaluated in sufficient detail for us to conclude that a full power license can be issued. As of October 31, 1984 76 additional allegations have been received by the NRC,'of which 21 were detemined by R.egion V to fall within the scope of review of NRR (copies attached). We believe these allegations are within the scope of DE and request that you review them promptly to determine if any detailed evaluations are required prior to issuance of the full power license or if your previous generic evaluations as presented in SSERs 25 and 26 do encompass these allegations. If you find that any of the allegations are not within the scope of DE, please advise us promptly. As you know, the oral arguments before the U. S. Court of Appeals took place on October 30, 1984. The full power license can be issued after the stay has been lifted. However, we believe that all the additional allegations must be evaluated to restate our conclusion for issuance of the full power license. Please inform us of your conclusions by COB November 2,1984. Darrell G.
