At its eighty-fourth meeting, on April 6-8, 1967, the Advisory )
Committee on Reactor safeguarde considered the proposal of the Ceneral Electric Company to conduct a test progras involving ~
operation of N-Reactor at power levels up to 4800 MW(t) for an approximate one-month period following full loading with Mark II, ;
co-product fuel elements. The Comnittee had the benefit of dis-cussion with representatives of the General Electric Company, Douglas United Nuclear, Inc., the AEC Staff and the document l referenced. An ACRS Subcosanittee met to consider this proposal l on April 5, 1967. The Cossaittee has previously reviewed N-Reactor on numerous occasions, most recently in March 1966 when it reported on co-product operation up to a 4000 MW(t) power level.
Ceneral Electric is now replacing Mark I, plutonium-only, fuel with co-product fuel. The plant has been operating successfully at the l 4000 MW(t) level with partial co-product fuel loadings. It is ex-l .. pacted that the fuel exchange will be complete by May. Subsequently, power ascension steps to 4800 MW(t) will be undertaken, with a pro-gram for verifying predicted operations. This test will measure the production capability of the N-Reactor with the co-product fuel, operating at the 4800 MW(t) level.
The Ccamittee believes that the proposed short-term operation of the N-Reactor with co-product fuel at 4800 MW(t) will not significantly increase the existing hazard to the hesith and safety of the public.
The Committee continues to believe that continued operation of the N-Rea: tor without further safeguards can only be justified by pro-duction requiressents.
