Honorable John A. McCone Chairman, U. S. Atomic Energy Commission Washington 25, D. C.

Subjects MbW PRODUCTION R} ACTOR CONFINEMENT SISTDi (HANFOR Dear Mr. McCone At its Eleventh Meeting on November 6,1958, the Advisory Couanittee on Reactor Safeguards reviewed the general features of the New Production Reactor Confinement System which is proposed for installation at Hanford.

Discussions of the proposal were bald with the Division of Licensing In and Regulation and representatives of the General Electric Compa cited below.

The proposed confinement system incorporates a steam venting device followed by a filtration halogen removal system for fission products.

f k' The Connittee agrees with the concept that there should be noIt releases is not except through filters, halogen removal devices and stacks.

convinced, however, that it is always possible to separata in time the steaa pressure surge from the fission product release.

This reactor differs from other Hanford production reactors in the fact that its stored energy values are much greater due to the possible con-

' version to electric power generation. Tentatively, the Comittee believes that for any nov large reactor at Hanfortl the degree of oon-finement should be appreciably better than now proposed for the existing reactors.

It is recommended that further consideration be given to the study of situations in which the time difference betmeen the energy and the fission product releases may be short and that further study be given to higher degrees of confinement.
