Dear Dr. Seaborg:

At the present time, the design of the reactor is still deficient in some areas that will be of significance for power only (Phase III) operation. Among these are the following: /

1. The routine discharge of radioactive westes to the Columbia River would not be at low enough levels to meet 10 CFA 20 require-ments. It is understood that study is under way to solve this probles.
2. We possibility exists of accidental release of radioactivity from the quench tank if a reactor coolant disap led to fuel damage.
