J.O.No. 12241 2BVM-179 1.0 PURPOSE The purpose of this document is to identify the applicable ASME III and XI code requirements imposed on ASME components installed at Beaver Valley Power Station - Unit No. 2 (BVPS-2). This document is referenced in Table 1.7-3 and Section 3.2.2.4.1 of the BVPS-2 FSAR and is considered as part of the FSAR.
2.0 SCOPE The scope of this document includes all ASME III components, parts, etc identified in BVPS-2 ASME III specifications.
The specifications addressed.by this document are identified in Table 1.

4.3 ASME III Design Specification - The design i
specification shall contain sufficient detail to i
provide a complete basis for construction of an ASME III component. Subarticle NA/NCA-3250 of the applicable ASME III code identifies, in further detail, what design data is required to provide a complete basis for construction.
The design specification shall be certified to be correct and complete by a Registered Professional Engineer.
4.4 other ASME III Specification - The other ASME III specifications contain applicable ASME III l
requirements for ASME III material, parts, etc procured for BVPS-2.
These ASME III material, parts, etc will be installed into an ASME III component and, i
therefore, the specification must be reconciled with i
the ASME III design specification for the component (s). This specification is not certified by a Registered Professional Engineer.
j 4.5 Construction Permit - The construction permit issued for BVPS-2, by the NRC, is dated May 1974.
4.6 DLC Duquesne Light Company has overall project responsibility for engineering, construction, testing; and from the time of initial fuel loadings, operation and maintenance of BVPS-2.
4.7 SWEC Stone & Webster Engineering Corporation provides engineering design and construction management services for BVPS-2.

4.8 Code in Effect This is the ASME III Code i
edition / addenda that is mandatory for construction of an ASME III componen't on the' purchase order date.
Section 5.3 describes in detail when code edition / addenda become mandatory.
4.9 NF This refers to ASME III, Subsection NF (Component Supports).
5.0 GENERAL 5.1 BVPS-2 ASME III specifications are classified into two groups; i.e. ASME III design specifications and other ASME III specifications.
ASME III design specifications are required for the construction of 1
ASME III components.
Other ASME III specifications j
are required for the procurement of ASME III

material, parts, etc.
5.2 Each ASME III specification shall identify the specific ASME III Code edition / addenda that the ASME III items covered by the specification are constructed to.
In addition, specific requirements of earlier or later edition / addenda of the ASME III Code and ASME III Code Cases may be used in the construction o f-an ASME III item providing, (1) the requirements of NA/NCA-1140 of the ASME III Code are
- met, (2) prior to DLC letter 2DLC-7281 (dated July 3, 1984) code cases used in the construction of ASME III items were acceptable under NRC Regulatory Guides 1.84 and 1.85 or the FSAR and, (3) subsequent to July 3, 1984, specific requirements of earlier or later edition / addenda of the ASME III code and ASME III code cases used in the construction of ASME III. items must~ be authorized by DLC-NCD prior to i
use.
5.3 ASME III Paragraph NA/CA-1140 establishes the method for arriving at the required code edition / addenda to be invoked in a particular BVPS-2 ASME III Design l
Specification. Depending on the purchase order date, j
the applicable ASME III code edition / addenda invoked j
is determined as follows:
5.3.1 Appleiable ASME III Code Edition / Addenda for Items Purchased Earlier Than June 30 1978 10CFR50.55(a) states:
"For ASME III Code edition and addenda issued prior to the Winter 1977 Addenda, the code edition and addenda applicable to the component is governed by the order or contract date for the component not the contract date for the nuclear energy system."

The ASME Code and addenda which were mandatory at that time was the July 1, 1971 Edition through the i
December 31, 1971 Addenda. However, by mutual consent between the Manufacturer and SWEC, l
acting as DLC's designee, it was agreed to invoke addenda through June 30, 1972, which was already issued and which would become mandatory anyway on December 31, 1972.

specifications." Based on this requirement, Specifications 2BVS-22A, 2BVS-653, and 2BVS-679 invoke' the 1971 Edition through Summer 1979
- Addenda, and Specification 2BVS-977 invokes the 1971 Edition through 1972 Addenda.
The purchase order date covered by these specifications is 1981 or later.

In this above example, the contract date is January 21, 1980. The ASME Code and Addenda invoked in the specification was determined and established by DLC and/or SWEC as being July 1, 1971 Edition through December 31, 1972 Addenda.
5.4 The ASME III Code Cases invoked on BVPS-2 ASME III components are accepted for use by the NRC. The NRC acceptance of these code cases is assured by 1) l identifying the code cases in Regulatory Guide 1.84 and 1.85, or 2) accepting code cases not identified in Regulatory Guides 1.84 and 1.85 by listing them in

the regulatory guide position statement in Section 1.8 of the FSAR. All ASME III Code Cases used are identified in Table 2 of this document.
5.5 The ASME III Code edition / addenda specified in the specification automatically invokes the associated ASME II Code edition / addenda for pressure-retaining 1
materials used in the fabrication of the items covered by the specification. Due to availability, however, material manufactured to earlier or later ASME III requirements may be used providing the N-Certificate Holder certifies the use of this material satisfies the design requirements. Because the BVPS-2 ASME III specifications were generated over an extended period of time and the specific wording to cerify the use of earlier /later materials has changed during that time period, the specification identifies the specific requirements for allowing the use of earliec/later material.
5.6 In general the ASME III procurement / construction specification for a component (s) is a ASME III Design Specification and provides the complete basis for j

code design and construction of a component (s).
There are, however, cases where two or more ASME III procurement constructio'n specifications provide the complete basis for code design and construction of components (s). The prime example of this condition is the ASME III piping, Specifications 2BVS-939 (Piping Engineering and Design),
2BVS-58 (Shop Fabricated Piping),
2BVS-59 (Design and Fabrication of Power Plant Pipe Supports), BVS-556 (Design, Fabrication and Erection of Intake Structure Piping) and 2BVS-920 (Field Fabrication and Erection of Piping) provide the complete basis for code design and construction of ASME III piping for BVPS-2.
5.7 The design and construction of component supports for BVPS-2 ASME III components are, in general, to non-NF requirements.
This is because the vast majority of the ASME III components supplied with support structures or component
- supports, supplied separately, were ordered before the ASME III Code added NF requirements (NF requirements become mandatory on component supports purchased on or after July 1, 1974). A small number of component supports, supplied with the ASME III components, are designed and constructed to NF requirements because these components were purchased after July 1, 1974.
Table 1 addresses the ASME III components with NF supports.
The BVPS-2 Project position on interface joints between ASME III components / component supports and the building structure is that the anchor bolting shall be designed in accordance with the building structure code (ACI or AISC) and not NF requirements.
5.8 The ASME XI inservice testing requirements for ASME III pumps and valves are addressed in 2BVM-107 and 2BVM-109, respectively.
