AFFIDAVIT OF WILLIAM T. WALLACE (CONTENTIONS SAPL-7 AND SAPL-33)

I, William T. Wallace, Jr., being on oath, depose and say as follows:

1.

I am the Director of the New Hampshire Division of Public Health Services (DPHS), Department of Health and Human Services.

2.

In accordance with FEMA-REP-1 Evaluation Criterion J.12, the State will have sufficient personnel and equipment resources capable of monitoring within a 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> period 20%

at 6 below, to arrive at the Host Community Reception and Decontamination Centers.

The State will have sufficient personnel and equipment resources for decontaminating the general public and emergency workers at Reception and Decontamination Centers.

4.

Staffing needs at the Decontamination Centers will be met by Host Community firefighters, mutual aid firefighters and DPHS.

5.

NHRERP Volume 4A, Appendix F4 describes the staffing functions and levels at the Decontamination Centers.

Decontamination Center supervision and administrative support will be provided by DPHS.

The balance of the staffing levels will be provided by the communities.

Of the total of 94 personnel required for the maximum staffing levels, as indicated in Appendix F4, 68 are designated for monitoring functions.

Therefore a maximum of 376 personnel are required for operation'of the four designated Decontamination Centers, 272 of whom are the maximum staffing required to monitor evacuees arriving at reception centers within the first 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

The remaining 104 represent maximum staffing available to carry out decontamination operations without time constraints.

Using Guidance on NUREG-0654/ FEMA-REP-1 Evaluation Criterion J-12 contained in the FEMA Memorandum from Richard W. Keimm to NTH Division Chiefs and FEMA Regional Offices.

r-i dated December 24, 1985, twenty percent of the estimated population to be evacuated is anticipated to arrive at the Host Communities for radiological monitoring.

Based on summer week-end population figures, this equates to the arrival of approximately 8,700 evacuees at the Manchester Reception and Decontamination Center.

The other 3 Host Communities have lower evacuation populations.

7.

Initial evacuee monitoring will take an average of one minute per evacuee at the Registration Area.

Those evacuees who had contaminated vehicles or those who were found to be contaminated at the Registration Area will be moved immediately to the Decontamination Center, remonitored and decontaminated as necessary.

The staffing levels at the Manchester Reception and Decontamination Centers are adequate, therefore, to provide reasonable assurance of meeting the FEMA guidelines described in paragraph 6 above.

8.

Equipment used in the Decontamination Center operations continues to be procured for Host Communities.

The State will supply not only an initial stock, but is in the process of obtaining agreements with supply firms in the region to support Decontamination Centers in the event supplies run low.

In addition, each Host Community will 1

have 80 CDV-700 survey meters.
