AFFIDAVIT OF WILLIAM T. WALLACE, JR.

CONTENTION SAPL-7 I, William T. Wallace, Jr., being on oath, depose and say as follows:

1.

I am the Director of the New Hampshire Division of Public Health Service (DPHS), Department of Health and Human Services.

2.

The procedures and equipment list for the sampling and disposition of waste water for the washing of evacuees and their vehicles are contained in Rev.

2, Volume 4A, Appendix F-of the New Hampshire RERP.

The purpose of Appendix F10, i

Environmental Monitoring in the Host Community, is to verify j

that the discharge water from the Decontamination Centers does not exceed values for permissible concentrations identified in the New Hampshire Rules for Control of Radiation.

The current procedures in Rev. 2 of the RERP are established for state personnel to provide the resources and accomplish environmental sampling.

The New Hampshire RERP will be revised to identify the responsibility for environmental sampling as a task for the Water Supply and Pollution Control Division of the Department of Environmental Services.

The Field Monitoring Procedures contained in the New Hampshire RERP, Volume 4A, Appendix C, will be changed to conform to Volume 4A, Appendix F8, Section D, that is, to reflect monitoring and sampling of Host Community Decontamination Discharge Water as part of the Special Environmental Sampling Procedures.

In addition, Special Environmental Sampling Procedures will be added as an attachment to the Water Supply and Pollution Control Division of the Department of Environmental Services Procedures in Volume 4B of the New Hampshire RERP.

There are a sufficent number of people in this agency to implement this responsibility under emergency conditions.

Host Community decontamination discharge water sampling will be performed by the Water Supply and Pollution Control Division under the direction of the DPHS.

The equipment necessary for performing this task is listed in Exhibit A.

TPe equipment identified in Appendix F10 is in the process of being acquired.

The New Hampshire RERP supports the monitoring and decontamination of personnel and vehicles.

will be flushed into ordinary drains.

Faucets or shower heads will be left open to insure that dilution occurs and that concentration limits are maintained in accordance with the New l

Hampshire Rules for Control of Radiation.

The procedures for environmental monitoring to establish the concentration of radioactive material are cited in Volume 4A, Appendix F8 and FlO.

This generally consists of sampling at the discharge points of the Host Communities at locations specified in the procedures and other points that may be identified by DPHS.

The laboratory analysis of these samples will take place in the DPHS Laboratory in Concord, New Hampshire.

The New Hampshire RERP provides a mechanism for decontamination of vehicles.

Arrangements for vehicle decontamination could be provided during or subsequent to an emergency.

Decontamination Center close down procedures address shutdown, removal of contaminated material and contaminated waste, decontamination, and monitoring.

Contaminated waste will be disposed of by the State through established contractual procedures with qualified radioactive waste handlers, and in conformance with rules promulgated by the DPHS Radiological Health Program for control of radiation.

Contaminated materials will be handlad by New Hampshire Yankee according to the provisions of a letter from George Thomas to me dated May 1 1986.

EXHIBIT'A ta A APPENDIX F10 t-ENVIRONMENTAL MONITORING IN HOST COMMUNITIES 2

This appendix is 'to' be used for environmental monitoring in the host con-munities. The purpose is to verify that the discharge water fron the Decontanination Centers does not exceed values for perinissible concentrations identified in the NH Rules for Control of Radiation.

The equignent needed for each set of samples per comunity:

5 disposable funnels 5 - one liter bottles with the tops cut off 11/2" below the neck 5 - one gallon bottles disposable gloves disposable coveralls duct and masking tape - reusable for all sets of sanples 5 weights - reusable for all sets of sanples

~40 ft. of thin, strong rope - reusable for all sets of sanples

scissors - reusable for all sets of sanples magic markers - reusable for all sets of sanples 1.

Receive notification fran the EOC Rad Health Technical Advisor (RHTA) about the need for environmental sanpling in host comunities.

2.

Determine the frequency of sanpling and the sanple points with the EOC

RHTA.

3.

Ensure that the necessary equipnent (as listed above) is assembled for sanpling. Make sure that. the necks of the liter bottles have been cut off and securely tape a weight to their bottons. Label the gallon bottles with the sanple point and cormunity and the date.

4.

Report to CD Director at the local EOC in the assigned comunity to be sampled.

5.

Request assistance fron the Public Works or Highway Departnent for sampling..
