AFFIDAVIT OF RICHARD H. STROME (SAPL 31)

I, RICHARD H. STROME, being on oath, depose and say as follows:

1. I am the Director of the New Hampshire Civil Defense Agency (NHCDA).

I submit the following responses and comments to SAPL Revised Contention 31 Items 3, 4, 9, and 13.

2. Item 3 Volume 1, p. 3.3-3 states that "(a)t least annually, the Director of NHCDA will direct that a plan review is performed to ensure that the plan reflects current emergency preparedness status

I letter to FEMA, compliance with the periodic requirements for the preceeding year". As Volume 6 of the NHRERP, the ETE will be subject to the similar scrutiny to which the entire New Hampshire RERP will be subjected during periodic reviews, and will be revised as required.

3. Item 4 Current State procedures call for NH State Police Troop A to man access control points with back-up personnel available from Troopers from other points of the State; additional assistance is available through the State EOC representative, from other State resources. The National Guard is also available to supplement access control or traffic control points within the communities.

The extensive manpower of the National Guard could essentially provide the bulk of second shift personnel requirements in this area. Also, once local jurisdictions are evacuated these local police would be asked to assist with perimeter access control. Thus, adequate personnel are deemed available both for the "immediate" general emergency and for the escalating and/or continuing type of incident.

4. Item 9 The NHCDA will utilize routine procedures for the dispatch of towing vehicles by the State police should the need for such activity arise during emergency situations. Travel time to a particular disabled vehicle will be minimized by requesting the dispatch of a towing vehicle from the most proximate towing service to that l

disabled vehicle.

5. Item 13 The results of the NHCDA special needs survey indicates the total number of persons residing within the plume EPZ requiring transit assistance equals approximately 2106 persons.
6. Based on the foregoing, it is my opinion that adequate provisions are in place to revise the NHRERP, including Volume 6, as needed, that adequate procedures are in place to provide for towing services as required during an emergency situation and that adequate personnel are deemed available to man all necessary Traffic and Access Control personnel.
