AFFIDAVIT OF WILLIAM T. WALLACE ON SHELTERING l WILLIAe. . TALLACE, being on oath, deposes and says as follows:

1. I am the Director of the New Hampshire Division of Public Health Services (DPHS), Department of Health and Human Services.
2. My responsibilities as defined in the NHRERP include accident assessment and recommendations of protective actions (see Vol. 1, Sec. 3).

F for the general population, including transients in beach and camping areas, and special facility personnel within the EPZ.

4. Protective actions for sheltering are described in Vol. 1, Section 2.6 of the NHRERP. New Hampshire relies on the " shelter-in-place" concept. This concept provides for sheltering at the location in which the sheltering j instruction is received. Transients at the beach who have no temporary residences or who are not in an indoor location will be asked to leave the beach area. In the event that they do not have transportation, they may seek shelter in public buildings in the area.
5. At times of high seasonal beach populations beach areas may be closed at the ALERT Emergency Action Level.

However, sheltering is not precluded by the NHRERP should

! some transient population remain.

6. Campgrounds will be equipped with tone alert receivers which will enable proprietors or managers to be advised immediately of any protective actions recommended for the public.
7. Individuals located in outdoor recreational areas and State Parks will be advised to leave the EPZ. The Department of Resources and Economic Development, the Department of Fish and Game, and the Division of Boating Safety have the responsibility to notify these individuals.

8. " Shelter-in-place" will be the preferred protective ~ ,

] action for the institutionalized populations (institutional individuals and staff in hospitals, nursing homes, and

jails), if the DRF is adequate to protect these populations.

Health care and correctional facilities are subject to i

independent evaluations of protective actions due to the 4

level of risk associated with evacuation and because these facilities offer a DRF considerably greater than the 0.9 q factor assumed for shelters used by the general population.

These evaluations are presented in Table 2.6-3, Vol. 1 of 1

NHRERP. Specific evaluations of all school and day care center facilities have not been conducted because these populations are not subject to the same level of evacuation i

i risk as health care and correctional facilitiea. School and l

4 day care center facilities are assumed to be winter worthy structures that have adequate capability to provide at least the degree of shelter assumed by the NHRERP, Volume 4A, Appendix U procedures.

9. The NHRERP, Vol. 1, i 2.6.5 and the protective i action decision procedure in Volume 4A, Appendix U, as well I ,

3 as the METPAC dose assessment model, considers a conservative dose reduction factor (.9). Essentially any I

indoor location, even a wood-frame house with no basement,

decision to recommend shelter-in-place, therefore, would not '
