i AFFIDAVIT OF RICHARD H. STROME ON SHELTERING RICHARD H. STROME, being on oath deposes and says as follows:

1. He is the Director of the New Hampshire Civil Defense Agency (NHCDA).
2. The Town of Hampton RERP and the State of New Hampshire RERP provide for a continuum of protective responses that may be implemented to protect the health and

', safety of the public, including seasonal beach populations, in the event of a radiological emergency. This continuum of I

protective responses has-the flexibility to ensure.an adequate response to a wide spectrum of accident conditions.

3. The plans are premised on the basic concept that any oneJor a combination of protective responses will be taken to achieve the maximum dose savings. The NHRERP. recognizes that under certain circumstances a recommendation to shelter will be combined with precautionary closure of beach areas and restriction of access to those areas. In other circumstances a recommendation to shelter may be combined with actual evacuation of the public from beach areas.
4. Section 2.6 of the NHRERP and the protective action i decision criteria contained in applicable implementing procedures clearly establish the circumstances under which I

these various protective responses would be recommended and implemented.

5. A key provision for initiation of protective j measures is prompt notification of the public. This is-1 achieved by activation of a system of 94 sirens situated throughout the 17 New Hampshire communities. These sirens
provide complete audible alert coverage of the EPZ i communities. For beach areas of concern (i.e., Hampton and Seabrook beaches), three of these sirens have been specifically designated for potential activation in early l stages of an emergency condition for the purpose of i

initiation of precautionary actions. These'three sirens are

also equipped to provide a voice message, in both English and French, to advise beach populations of actions they should take (i.e., leave the beach). Procedures provide for immediate (within 15 minutes) activation of the audible alert system by either Rockingham County Dispatch Center or i by the Towns of Hampton or Seabrook after~ precautionary or protective action decisions are made for beach areas.

6. In addition to the audible alert system, a series of permanent signs which display emergency instructions will be posted along potentially affected areas. A series of 18 metal signs will be posted in recreation areas throughout the EPZ. The instructions will explain what to do when the sirens are heard, and are displayed in both English and French languages. ,
7. Decision criteria for protective actions for public and specifically for seasonal beach populations are contained in appendices to both NHCDA procedures and Division of Public Health Services procedures (Appendix F and Appendix U, respectively). These decision criteria establish explicit actions for early, precautionary actions for the Hampton and Seabrook beaches. They are:

a. closing beaches and other recreational facilities that attract seasonal populations and which are in close proximity to the plant; 4
b. State and local police implementation of traffic

! control to discourage traffic from flowing into the i

  • l affected areas, including beach areas, and traffic i control at roadway points to these affected areas to monitor traffic and to advise people of actions taken;
c. issuance of public announcements of actions taken l through emergency broadcast and normal. media channels; and

, d. continued monitoring of traffic flow and local conditions in affected areas.

Depending on conditions, these actions could be taken as early as the Alert emergency classification level.

8. To facilitate implementation of these actions the following arrangements have been made:
a. The Department of Resources and Economic Development, which has jurisdiction over State beaches and parks, has been employed to assist with closing beaches and parks and adjacent parking areas under its control. Procedures.are in place i for DRED to utilize lifeguards, park rangers, and-

! other available personnel for this purpose.

b. Fourteen specific traffic control points have been designated to discourage access of traffic into e

beach areas and to facilitate egress of outgoing 1

traffic. These points are specified for implementation of early precautionary actions.

1 police agencies are assigned responsibility for staffing these points.

c. Procedures are in place at the Rockingham County Dispatch Center and in the RERPs for the Towns of Hampton and Seabrook for activation of public alert sirens and public announcements for the beaches.

Additionally, public information personnel at both the Media Center and the State EOC are in place at 1

the Alert classification to issue public announcements to the media.

d. Utility, State and local emergency response organizations will be in place in the early stages of an emergency, specifically at the Alert classification level, to monitor conditions in the pl' ant and in potentially affected areas.
9. In the event evacuation of the beach areas,is warranted according to the criteria of Section 2.6 of the t

i NHRERP and applicable procedures, New Hampshire decision makers have available to them additional decision making tools, specifically the Evacuation Time Estimate contained in Volume 6 of the NHRERP. The ETE is intended to be used as an aid in determining the most effective strategy for achieving maximum dose savings to the public in the event i protective actions are dictated by existing conditions. j

10. New Hampshire employs the " shelter-in-place" concept as a valuable protective measure that can be

implemented quickly, usually in minutes, after an early offsite release of radioactivity. This is an immediate measure that provides for sheltering at the location in which the sheltering instruction is received. Under the broadest scope of possible scenarios, housing along the beach will provide shelter with a minimum Dose Reduction Factor (DRF) of 0.9. Section 2.6.5 of the NHRERP, Table 2.6-4 establishes that even wood frame structures with no basement afford a dose reduction factor of 0.9. The

" shelter-in-place" concept means that people will be advised to shelter at the location or in an immediately accessible

structure when the sheltering instruction is received.

Additionally, there are specific procedures in place within the State Police Communications Center procedures of Volume 4B of the NHRERP for immediate activation of the audible 1 public alert system and emergency broadcast system in the i event of an immediate declaration of General Emergency by the utility which would warrant that protective measures be taken.

11. Although evacuation of the beach areas-is the 1

preferred protective action during the limited times when beach areas can be expected to have high seasonal population (and is, in fact, the protective measure for which specific I l

plans have been developed), sheltering is not precluded. I
