STARTUP FOLLOWING TURBINE-GENERATOR FAILURE OUTAGE On December 19, 1994, reactor operators began the startup of the Fermi 2 reactor following recovery from the turbine-generator failure and fire on December 25, 1993. Rod withdrawal began at 3:07 p.m., and the reactor was made critical at 5:08 p.m.

After performing shutdown margin testing, the reactor operators shut the reactor down again according to its startup and testing pru3 ram. The testing program will continue for about 45 to 60 days, including potential frequent shutdowns.

.During the outage, the licensee removed the turbine blades from two stages of the low pressure turbine, and extensively overhauled the turbine-generator system. The licens0e intends to replace the low-pressure turbine during its next refueling outage in 1996.

An NRC Restart Team, headed by a Region III (Chicago) division director, has closely monitored the licensee's outage activities and its preparation for startup. The withdrawal of control rods was observed by the resident inspectors, and Region III will provide augmented inspection coverage during the initial stages of the startup and testing program.
