ISSUANCE OF AMENDMENT NO. 12 TO-FACILITY LICENSE NO. R CONVERSION OF LICENSE TO POSSESSION-0NLY STATUS The Nuclear Regulatory Commission has issued the enclosed Amendment No. 12 to Facility Operating License No. R-53, which authorizes >ossession, but not .

operation, of the University of Oklahoma AGN-211P researc1 reactor. This amended license is.in response to your application dated October 15, 1987, as supplemented on November 19, 1987, requesting conversion of your license to a possession-only status. We have restated the license in its entirety, incorporating the changes necessary to reflect the possession-only status.

The amendment also includes the technical specification changes requested.in-your application.

Your request for an exemption from 10 CFR 50.54(r), which requires an emergency plan for non-power reactors, is granted since the fuel is not in the

reactor and is in approved storage containers. With regard to your request for an exemption to maintaining a requalification program, it is not necessary to be exempted from such a program. The absence of such a program would preclude operators from performing their duties if they had not been requalified in the prescribed time period. Since the reactor will-not be operated under the new license conditions, it is not necessary to maintain a requalification' program.

A copy of the related Safety Evaluation supporting Amendment No. 12 to '

Facility License No. R-53 is also enclosed.  ;
