REQUEST FOR AMENDMENT OF PE0VALIFICATION TRAINIM PROGRAM

. By letter dated May 16, 1985, you requested an amendment to your .

. Requalification Training Program. The staff has reviewed the proposed  !

.t.r-t and has determined this anendment does not meet the intent of  !

10 CFR 55 Appendix A or ANS!/ANS 15.4, " Selection and Training of Personnel for Research Reactors." Use of the latter document is supported by Generic l Letter 83-12A to all non-power reactor licensees from D. Eisenhut on ,

July 11, 1983. Both documents stipulete the neec' for a written examination  ;

and a systematic evaluation of operator performance on reactivity manipulations  :

- as part of the requirements for requalification programs. ANSI /ANS 15.4 states  ;

that the written examination must be adninistered at least biennially and include material covering the following topics:

Nuclear Theory and Principles of Operation

Design and Operating Characteristics facility Instrumentation and Control System Facility Safety Systems and Engineered Safety Features  ;

(5 Normal, Abnormal, and Emergency Procedures i (6 Radiation Control and Safety (7 Technical Specifications and Bases ,

The staff decs not agree with the premise that attendance by the licensed operators at required requalification meetings ensures that operators have demonstrated continued competence to safely operate the reactor.  ;

i In addition, if you wish to amend this section of your current Requalification Training Procram to decrease the frequency of examinations for licensed personnel, the frequency may be changed to biennially rather than annually so l that it reads: ,

L "Both written and operating exams will be given to all members of the reactor staff (all who hold operators licenses) at least biennially." l l

i However, instructors may be exempt from those portions of the written exam that they write and/or grade. ,
