\,qd,jruf j, Re: Annual Report for the period 1 July 1980 to 30 June 1981 for license R-53 in accordance uth 10CFR 50.59.

The following infonnation is subnitted in accordance with the Federal Regulation requircment that an annual report on the operation of our reactor facility be subnitted to the Nuclear Regulatory Ccmnission:

1) Ihere have been no changes in our facility design, performance characteristics, or operating procedures related to reactor safety, during the reporting period. All the surveillance tests and in-spections were within their normal ranges of approved values or conditions.
2) 'ihe reactor was operated a total of 55 times for a total of 516.3 watt-hours.
3) There was a total of 7 inadvertent scrams for the reporting period.

There were no cmergency shutdowns. The inadvertent scrams were the result of instrument malfunctions (power line transients, etc.),

reactor operator errors, or small unexpected reactivity changes caused by the movement of experimental samples within the reactor core by lab personnel.

4) The reactor fuel elements were recoated during August of 1980. No other major maintenance operations were performcd during the reporting period.
5) There were no major changes to the facility, procedures, tests, or experiments for the reporting period.
6) No radioactive effluents were releaned or dischanJed to theenvirons beyond our effective control.

7) No environmental surveys were perfonned outside our facility.
8) There were no unusually high radiation exposures to the facility personnel or laboratory visitors. All the radiation and con-tamination surveys conducted by the University's Health Physicist were within normal ranges of acceptable values.
9) There were no changes in our facility organization or personnel.

The Reactor Safety Cmmittee is ocznposed of the same personnel as listed in previous reports.
