'l PROCEEDINGS 2 CHAIRMAN PALLADINO: I will ask the Secretary to 3 lead us through the two items on the agenda.

4 MR. HOYLE: Mr. Chairman, there are two items, one 5 of which is an add-on, so I will ask your vote to vote SECY 6 85-333, the title of which is Procedural Amendments to Part 60 7 Dealing with Site Characterization and the Participation of -

8 States and Indian Tribes.

9 If I could have your vote to add that one.

11 The first item is SECY 86-57A, Extension of the 12 Comanche Peak Construction Permit. The Commission is being 13 asked to act on an order responding to a request filed by the 14 Citizens Association for Sound Energy, seeking Commission 15 action in connection with the extension of the Comanche Peak 16 construction permit.

17 The Chairman, Commissioners Roberts, Bernthal and )

18 Zech have approved an order which we circulated to you, which 19 denies both CASE's request for a halt to construction and its 20 request for institution of a new construction permit I 21 proceeding, denies their request for a stay of the Staff's 22 extension of the license, rejects CASE's view that significant 23 hazards considerations are involved, and refers CASE's request 24 for enforcement action to the Staff, refers CASE's request for 25 a hearing to the Chairman of the Atomic Safety & Licensing

1 Board Panel for appointment of a hearing board.

2 Commissioner Asselstine disapproved the order, 3 preferring an alternative approach, and has provided separate 4 views which you have seen.

7 The second item, Procedural Amendments to Part 60, -

8 the Commission is being asked to approve for publication final 9 amendments to Part 60.

10 Chairman Palladino, Commissioners Bernthal, Roberts 11 and Zech have approved the proposed changes to the rules with 12 the modifications which we circulated to you, along with a 13 Staff requirements memo.

14 Commissioner Asselstine has approved in part and 15 disapproved in part and will have separate views.
