The application for amendment filed by the Comonwealth Edison Company (the licensee), dated April 25, 1988 supplemented May 31, 1988 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the Comission; 4
C. There is reasonable assurance: (1) that the activities authorized by th amendment can be conducted without endangering the health and safecy of the public, and (ii) that such activities will be conducted i
in compliance with the Comission's regulations set forth in 10 CFR Chapter I; f D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and l

3.4.1.1 Two reactor coolant system recirculation loops shall be in operation.
APPLICABILITY: OPERATIONAL CONDITIONS 1 and 2 ACTION j
- a. With only one (1) reactor coolant system recirculation loop in operation, comply with Specification 3.4.1.5 and:
- 1. Within four (4) hours: i a) Place the recirculation flow control system in the Master Manual mode or lower, and b) Increase the MINIMUM CRITICAL POWER RATIO (MCPR) Safety j Limit by 0.01 to 1.08 per Specification 2.1.2, and '
c) Increase the MINIMUM CRITICAL POWER RATIO (MCPR) Limiting '
Condition for Operation by 0.01 per Specification 3.2.3, and, d) Reduce the Average Power Range Monitor (APRM) Scram and Rod Block and Red Block Monitor Trip Setpoints and Allowable Values to those applicable to single recirculation loop operation per Specifications 2.2.1, 3.2.2, and 3.3.6.

- a. Verifying that the control valve fails "as is" on loss of hydraulic ,
, pressure at the hydraulic power units, and ;
- b. Verifying that the average rate of control valve movement is: l

3/4.4 REACTOR COOLANT SYSTEM BASES 3,/4. 4.1 RECIRCULATION SYSTEM Operation with one reactor recirculation loop inoperable has been evaluated and been found to be acceptable, provided the unit is operated in accordance with the single recirculation loop operation Technical Specifications herein, i
An inoperable jet pump is not, in itself, a sufficient reason to declare a recirculation loop inoperable, but it does present a hazard in case of a design-basis-accident by increasing the blowdown area and reducing the capabil-ity of reflooding the core, thus, the requirement for shutdown of the facility with a jet pump inoperable. Jet pump failure can be detected by monitoring jet pump performance on a prescribed scheduled for significant degradation. During dual loop operation, the jet pump operability surveillance should be performed with balanced drive flow (drive flow mismatch less than 5%) to ensure an accurate indication of jet pump performance.
Recirculation loop flow mismatch limits are in compliance with the ECCS LOCA analysis design criterion. The limits will ensure an adequate core flow coast-down from either recirculation loop following a LOCA. Where the recirculation loop flow mismatch limits cannot be maintained during the recirculation loop operation, continued operation is permitted in the single recirculation loop operation mode.
In order to prevent undue stress on the vessel nozzles and bottom head region, the recirculation loop temperatures shall be within 50*F of each other prior to startup of an idle loop. The loop temperature must also be within 50'F of the reactor pressure vessel coolant temperature to prevent thermal shock to the recirculation pump and recirculation nozzles. Since the coolant in the bottom of the vessel is at a lower temperature than the water in the upper regions of the core, undue stress on the vessel would result if the i temperature difference were greater than 145"F.
The possibility of thermal hydraulic instability in a BWR has been investi-gated since the startup of early BWRs. Based on tests and analytical models, it has been identified that the high power-low flow corner of the power-to-flow map is the region of least stability margin. This region may be encountered during startups, shutdowns, sequence exchanges, and as a result of a recircula-tion pump (s) trip event.
I Region I of Figure 3.4.1.5-1 represents a region of the power / flow map ;
where instability in neutron flux have been observed. Operation in this i
region is prohibited to ensure that stable reactor conditions are maintained.
- Actions to immediately exit Region I are intended to prevent lower priority (i.e., non-emergency) concerns from delaying exit from the region.
Observation of neutron flux indications, while not requiring formal surveillance, is needed to avoid reliance on automatic protective systems. A manual reactor scram is required if instabilities are evidenced in Region I with no recirculation pumps operating.
Operation within a designated surveillance region (Region II of Figure 3.4.1.5-1) requires monitoring of APRM and LPRM noise levels. Observed instabilities require immediate corrective action due to the potential for increasing oscillations.

I BASES 3/4.4.2 SAFETY / RELIEF VALVES The safety valve function of the safety / relief valves operate to prevent !
the rea: tor coolant system from being pressurized above the Safety ' Limit of i 1325 psig in accordance with the ASME Code. Analysis has shown that with the ;
. safoty function of one of the eighteen safety / relief valves inoperable the '
reactor pressure is limited to within ASME III allowable values for the worst case upset transient. Therefore, operation with any 17 SRV's capable of opening is allowable, although all installed SRV's must be closed and have position indication to ensure that integrity of the primary coolant boundary is known to exist at all times.

i 3/4.4.3 REACTOR COOLANT SYSTEM LEAKAGE :

The RCS leakage detection systems required by this specification are pro-l vided to monitor and detect leakage from the reactor coolant pressure boundary. '
These detection systems are consistent with the recommendations of Regulatory j Guide 1.45, "Reactor Coolant Pressure Boundary Leakage Detection Systems,"

) 3/4.4.3.2 OPERATIONAL LEAKAGE i
The allowable leakage rates from the reactor coolant system have been based j on the predicted and experimentally observed behavior of cracks in pipes. The normally expected background leakage due to equipment design and the detection ,
! capability of the instrumentation for determining system leakage was also (
considered. The evidence obtained from cxperiments suggests that for leakage b
j somewhat greater than that specified for unidentified leakage the probability L is small that the imperfection or crack associated with such leakage would grow l
rapidly. However, in all cases, if the leakage rates exceed the values specified or the leakage is located and known to be PRESSURE BOUNDARY LEAKAGE, the reactor l will be shutdown to allow further investigation and corrective action.
The Surveillance Requirements for RCS pressure isolation valves provide added assurance of valve integrity thereby reducing the probability of gross i valve failure and consequent intersystem LOCA. Leakage from the RCS pressure j isolation valves is IDENTIFIED LEAKAGE and will be considered as a portion of the allowed limit.
i 3/4.4.4 CHEMISTRY The water chemistry limits of the reactor coolant system are established i
to prevent damage to the reactor materials in contact with the coolant. Chloride
) limits are specified to prevent stress corrosion cracking of the stainless steel.
The effect of chloride is not as great when the oxygen concentration in the j coolant is low, thus the higher limit on chlorides is permitted during POWER i OPERATION. During shutdown and refueling operations, the temperature necessary I for stress corrosion to occur is not present so high concentrations of chlorides

Conductivity measurements are required on a continuous basis since changes (
in this parameter are an indication of abnormal conditions. When the con- i ductivity is within limits, the pH, chlorides and other impurities affecting conductivity must also be within their acceptable limits. APPLICABILITY: OPERATIONAL CONDITIONS 1 and 2

- a. With only one (1) reactor coolant system recirculation loop in operation, comply with Specification 3.4.1.5 and:
, 1. Within four (4) hours:
a) Place the recirculation flow control system in the Master Manual mode or lower, and b) Increase the MINIMUM CRITICAL POWER RATIO (MCPR) Safety Limit by 0.01 to 1.08 per Specification 2.1.2, and c) Increase the MINIMUM CRITICAL POWER RATIO (MCPR) Limiting Condition for Operation by 0.01 per Specification 3.2.3, and, I d) Reduce the Average Power Range Monitor (APRM) Scram and J

. E,ASES 3/4.4.1 RECIRCULATION SYSTEM Ooeration with one reactor recirculation loop inoperable has been evaluated and been found to be acceptable provided the unit is operated in accordance with the single recirculation loop operation Technical Specifications herein.
An inoperable jet pump is not, in itself, a suf ficient reason to declare a recirculation loop inoperable, but it does present a hazard in case of a design-basic-accident by increasing the blowdown area and reducing the cipability of reflooding the core; thus, the requirement fe~ shutdown of the facility with a jet pump inoperable. Jet pump failure can te detected by monitor}ng jet pump performance on a prescribed scheduled for significant degradation. During dual loop operation, the jet pump oper.tbility surveillance shou'd be performed with balanced drive flow (drive flow mismatch less than 5%)
to ensure an accurate indication of jet pump performance.
Recirculation loop flow mismatch limitt are in compliance with the ECCS LOCA analysis design criterion. The limits till ensure an adequate core flow coastdown from either recirculation loop following a LOCA. Where the recir-culation loop flow mismatch limits cannot be maintained during the recir-culation loop uperation, continued cperation is permitted in the single recirculation loop operation mode.
In order to prevent undue stress on the vessel nozzles and buttom head region, the recirculation loop temperatures shall be within 50*F of each other prior to tartup of an idle loop. The loop temperature must also be within 50 F of the reactor pressure vessel coolant temperature to prevent thermal shock to the recirculation pump and recirculation nozzles. Since the coolant it the bottom of the vessel is at a lower temperature than the water in tne upper regions of the core, undue stress on the vessel would result if the temperatura difference was greater than 145 F.
The pouibility of thermal hydraulic instability in a BWR has been investi-gated since the startup of early BWRs. Based on tests and analytical models, it has been identified that the high power-low flow corSar of the power-to-flow map is the region of least stability margin. This regi in may be encountered during startups, shutdowns, sequence exchanges, and as a result of a recircula-tion pump (s) trip event.
Region I of Figure 3.4.1.5-1 represents a region of the power / flow map where instability in neutron flux have been observed. Operation in this region is prohibited to ensure that stable reactor conditions are maintained.
Actions to immediately exit Region I are intended to prevent lower priority (i.e., non-emergency) concerns from delaying exit from the region.
Observation of neutron flux indications, while not requiring formal surveillance, is needed to avoid reliance on automatic pro k ctive systems. A manur' reactor scram is required if instabilities are evidenced in Region I with no recirculation pumps operating.
Operation within a designated surveillance region (Region II of Figure 3.4.1.5-1) requires monitoring of APRM and LPRM noise levels. Observed in:tabilities require immediate corrective action due to the potential for increasing oscillations.

A REACTOR COOLANT SYSTEM 3/4.4.2 SAFETY / RELIEF VALVES The safety valve function of the safety / relief valves operate to prevent the reactor coolant system from being pressurized above the Safety Limit of 1325 psig in accordance with the ASME Code. A total of 18 OPERABLE safety /
relief valvss is required to limit reactor pressure to within ASME'III allowable values for the worst case upset transient.
Demonstration of the safety / relief valve lift settings will occur only during shutdown and will be performed in accordance with the provisions of Specification 4.0.5.
