Reference:

F. R. Dacimo (Comed) letter dated November 9,1998, to USNRC transmitting Proposed Change to the Technical Specification Requirements for the 4.16 kV Emergency Bus Undervoltage (Degraded Voltage) Emergency Core Cooling System Actuation Instrumentation Setpoints.

This supplement proposes to change the proposed degraded voltage low limit setpoint and to add a high limit setooint and allowable value. The addition of the high limit setpoint and allowable value was discussed during the May 27,1999 1 conference call with the NRC staff.

The sotpoint calculation took into account the instrument reset band and instrument uncertainties to determine the high limit for the allowable value and /) I the maximum reset voltage of the degraded voltage relays. The block start  !

calculations assure that reset will occur at a voltage below the offsite minimum steady state voltages, such that the degraded voltage trip will not occur when the preferred offsite voltages are within the expected operating range. .

l The degraded voltage setpoint submitted by Reference (1) is being changed to reflect the setpoint tolerance that was used in the setpoint calculation.

The previously submitted setpoint was the nominal value, and did not include the setting tolerance used in the setpoint calculation. This corrects the low limit of the setpoint. The low limit for the allowable value is not affected.

in addition to the Technical Specification changes, changes to the Technical Specification Bases are also included, which are consistent with the design bases presented in the above Reference.

The original Significant Hazards Consideration, that was included in the Reference 1 submittal, remains valid.

Comed requests approval of this amendment request prior to the start of the next refueling outage for Unit 1, L1R08, which is scheduled to start October 23,1999. Implementation will be prior to startup from L1R08 for Unit 1 and prior to startup from the next Unit 2 refueling outage, L2R08, which is scheduled to start November 18,2000.

The attachment to this letter contains the marked up License / Technical Specification pages for LaSalle Units 1 and 2 with the requested changes indicated.

This proposed change has been reviewed by the Plant Operations Review Committee and the Nuclear Safety Review Board in accordance with the Quality Assurance Program.

l Comed is notifying the State of Illinois of this supplement to the application for amendment by transmitting a copy of this letter and its attachment to the designated state official.
