Leak-Before-Break Analysis Final Report (TAC No. 06596)

The purpose of this letter is to transmit for your review, Westinghouse proprietary report WCAP-11699, the final report for the Trojan Nuclear Plant reactor coolant loop leak-before-break analysis. Approval of this analysis will allow Portland General Electric Company (PGE) to eliminate the dynamic effects of postulated primary loop pipe ruptures from the design basis for the Trojan Nuclear Plant, and resolve the issue of asymmetric blowdown loads on the Reactor Coolant System (Unresolved Safety Issue A-2). In addition, we are also submitting the non-proprietary version of the report, WCAP-11700.

Included in the preface of the attached report are the recponses to your request for additional information dated August 4, 1987. Although this request was based on a review of a previous leak-before-break submittal performed for PGE by Impell Corporation, the response to each item is provided to assure that the previous Nuclear Regulatory Commission (NRC) concerns are adequately addressed in the new report. This report supersedes all previous leak-before-break submittals.

Enclosed are:

1. Three copies of WCAP-11699, "Technical Justification for Eliminating Large Primary Loop Pipe Rupture as the Structural Design Basis for the Trojan Plant" (Proprietary) (Attachment A).
2. Three copies of WCAP-11700, "Technical Justification for Eliminating Large Primary Loop Pipe Rupture as the Structural Design Basis for the Trojan Plant" (Non-Proprietary) (Attachment B).

As item 1 contains information proprietary to Westinghouse Electric Corporation, it is supported by an affidavit signed by Westinghouse, the owner of the information. The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in Paragraph (b)(4) of Section 2.790 of the Commission's regulations.

Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withhold from public disclosure in accor-dance with Title 10, Code of Federal Regulations, Section 2.790 of the Commission's regulations.

Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting Westinghouse affidavit should reference CAW-88-016 and should be addressed to R. A.
