REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE -

TROJAN NUCLEAR PLANT (TAC N0. 06596 )

By letter dated March 14, 1988, Portland General Electric Company submitted the following document and requested that it be withheld from public disclosure pursuant to 10 CFR 2.790:

"Technical Justification for Eliminating Large Prin:ary Loop Pipe Rupture as the Structural Design Basis for the Trojan Plant," WCAP-11699 The Westinghouse affidavit forwarded with the document stated that the submitted information should be considered exempt from mandatory public disclosure for the following reasons:

1.

The information contained in the docunent is owned and has been held in confidence by Westinghouse, 2.

Tha information consists of test data or other similar data concerning a process, method or component, the application of which results in a competitive advantage to Westinghouse, and 3.

Public disclosure of the information would likely cause substantial harm to the competitive position of Westinghouse due to, anong other reasons, the considerable cost involved in developing the information.

We have reviewed the affidavit and the material in accordance with the require-ments and criteria of 10 CFR 2.790 and, on the basis of the affidavit, have determined that the submitted information sought to be withheld contains trade secrets or proprietary commercial information.

Therefore, WCAP-11699, marked as proprietary, will be withheld from public disclosurepursuantto10CFR2.790(b)(5)andSection103(b)oftheAtomic Energy Act of 1954, as amended. The related non-proprietary version of the report, WCAP-11700, is available for public inspection.

Mr. Robert A. Wiesemann Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned;to inspect the document.

If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

If the ; asis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.

You also should understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request includes your information, in all review situations, if the NRC makes a determination adverse to the above, you will be notified in advance of any public disclosure.
