To provide instructions and criteria for the release of p
items from the Radiologically Controlled Area (RCA).
f-2.0 PREREQUISITES 1*
Review Attachment 1, Definitions, as necessary.
3.0 PRECAUTIONS AND LIMITATIONS i
a 3.1 Only qualified PSE&G RP or Senior Contractor RP personnel may survey items for unrestricted use.
1 3.2 A qualified PSE&G RP or Senior Contractor RP technician i
shall monitor use of the Small Articles Monitor (SAM) i when it is used for the release of items for unrestricted use.
J 3.3 Only qualified PSE&G RP or Chemistry personnel may operate the multichannel analyzer (MCA).
3.4 When an RM-14/HP-210 or equivalent is used for the release of 4.tems for unrestricted use, the background count rate shall be <100 cpm.
3.5
(
A smear survey is not required if the SAM is used to monitor an item for unrestricted use (Reference 7.1).
3.6 Surveys for fixed and removable alpha activity are not required.
Based on the high beta-gamma / alpha ratio at SNGS, alpha will be less than detectable if there is no detectable beta-gamma activity (Reference 7.2).
4.0 EQUIPMENT / MATERIAL REQUIRED None 5.0 PROCEDURE 5.1 General Reauirements 5.1.1 Only personal items and special/ calibrated items may be release from the RCA.
RP Supervision may waive this restriction on a case by case basis.
5.1.2 With the exception of personal items and equipment / materials used by RP personnel, all other items released from the RCA shall be recorded on Form SC.RP-TI.ZZ-0209-1.

SC.RP-TI.ZZ-0209(Q) 5.1.3 Items released from RCA access points shall be

recorded in an active RCA Free Release Logs.
Logs are normally maintained at the PS Control Point and SRW Control Point.
q 5.1.4 During outages, RCA Free Release Logs may be established at other locations (e.g.,
2 containment pedestal, service water hatches, 4
etc.).
5.1.5 When available, the SAM shall be used for monitoring personal items and other items considered " Appropriate for SAM" (see Attachment j-1, Definitions).
This includes items that are j
generated in SRW, the Fuel Handling Building, etc.
5.1.6 If the SAM cannot be utilized, a direct frisk and smear survey of the items are required.
j 5.1.7 If detectable activity is indicated, and is not due to naturally occurring radioactive material, an item may EQI be released unless:
A.
Detectable activity is removed l
(decontamination), QE B.
The item is disassembled and the individual components identified as the source of the detectable activity are segregated, QB, C.
The Radiation Protection Manager (Radiation j
Protection Engineer or RP/C Manager) approves release of the item.

l 5.2 Criteria for Release Usina the SAM i
5.2.1 Ensure that only personal or " Appropriate" items are monitored using the SAM.
3 5.2.2 If the SAM does not alarm, the item is
.i considered free of detectable fixed and removable contamination and may be released for unrestricted use.

A.
To minimize the effects of self shielding, place items in a single layer in the SAM.
B.
If detectable activity is indicated by the SAM, use the process of elimination to determine which item (s) has/have detectable
]
activity.
'i 5.2.4 Items with detectable activit released unless one (or more)y shall not be of the conditions of Step 5.1.7 is satisfied.
5.3 Criteria for Release Usina RM-14/HP-210 or Eauivalent 5.3.1 Ensure that the background count rate is <100 cpm in the area where the direct frisk and smear analysis are performed.
MQ23 s.3.2 If the ability to perform an adequate survey is questionable, contact RP supervision to make a determination.
The Radiation Protection Engineer is the final authority on whether an item can be i
surveyed for release.
5.3.2 Ensure an adequate frisk and smear survey can be performed as follows:
'I A.
Exterior surfaces can be direct frisked and smeared (disk, gross smear or cotton swab).
B.
Interior surfaces can be surveyed to provide reasonable assurance that internal contamination is not present.
This includes, at a minimum:
1.
Direct frisk of inlet / outlet i
connections, fan housing opening, filter, etc.
2.
A smear survey of inlet / outlet connections, fan housing openings, accessible motor windings, etc.
5.3.3 If an adequate survey cannot be performed, the item shall not be released for unrestricted use.
4 5.3.4 Items with detectable activity shall not be i
released unless one or more of the conditions of Step 5.1.7 are satisfied.

,Certain items may alarm the SAM due to the presence of naturally occurring radioactive material in batteries, phosphors of CRTs, etc.
5.4.1 Suspect items may be monitored for release by direct frisk and smear if:
A.
An adequate direct frisk and smear survey can be performed on the exterior and there is no detectable fixed or smearable contamination present, &HQ B.
There is a low probability of the item becoming internally contaminated during routine use, &HQ C.
An initial qualitative isotopic analysis verifies that only naturally occurring l
radioactive material is present &HD D.
Processed IAW Steps 5.4.2 - 5.4.4.
E i 5.4.2 If criteria of Steps 5.4.1.A and B are met, perform a qualitative isotopic analysis as follows:

5.4.3 If the analysis indicates that only naturally occurring radioactive material is present:
A.
Obtain and complete Form SC.RP-TI.ZZ-0209-2.
B.
Submit it to the RPM for review and approval.
5.4.4 If Form SC.RP-TI.ZZ-0209-2 is approved by the RPM:
A.
Establish a file containing the approve form and the associated MCA printout.
B.
Complete and apply a label similar to Exhibit 1 to the item.

Items that will fit in the SAM which have insignificant self shielding.
Self shielding is significant if the item has a l
metallic case >1/8" thick.
Example:
A Fluke multimeter or RP survey instrument would be appropriate.
A large motor, valve or an item containing naturally occurring radioactive material that alarm the SAM would not be appropriate.

Naturally Occurring Nuclides Radionuclides that are not required to be controlled in accordance with the Salem Units 1 and 2 operating Licenses.
i The most common naturally occurring nuclides are potassium-40 and radon / thoron and their daughter products.
For purposes of this procedure, exempt quantities of source material (thorium and uranium) as defined in 10CFR40.13 will be treated as naturally occurring radioactive material.

Tape measures, hand or power tools that have been permanently issued to an individual or other items that are routinely issued from the Hot Tool Room.
