On July 9,1982, you wrote to Consumers recuesting a design Sand cons tructicn audit as recomrnended by the ACRS. You noted M
that "the credibility of such studies is significantly enhanced if performul by a source independent of the construction u ffo rt."
In light of Midland's history of auality assurrance problems and pattern of design deficienc!cs as noted in the recent sal.P report, this independenco is essential. In fact, this audit should be performed by a compctttor, rather than a firm of Consumer's in order to assure the highest possible degree of choosingItyand objectiv independence.
When the NRC recently required this competitive approach at South Texas, a tremendous service was performed for the people of Texas by the a00ressive Dochtel effort in examining the work of 1
Brown and Root. A similar audit of Dechtc1's work by Brown and Root, or so:ne other competing architect /engineerin0 firrc, could provide the assurance of design and construction adecuacy so crucial at Midland today.
The peopic of Michigan deserve the thoroughness and objectivity in the Midland review that only a competitor could provida. Plea'ic give this suggestion serlous consideration.
