SAFETY EVALUATION REPORT, MIDLAND 1 & 2 NPP

~

Plant Name: Midland 1 & 2 NPP Docket Hos.: 50-329/330 Licensing Stage: FSAR Responsible Branch and Project Manager: LB-4, D. Hood /R. Hernan Requested Completion Date: April 6,1982 Review Status: Complete The FSAR submitted by the applicant has been reviewed and evaluated by the Structural Engineering Branch. Our sections of the safety evaluation report are enclosed. The design of Category I structures for this plant is not complete due to problems caused by soil conditions not meeting the original design specifications. The applicant has proposed remedial actions for the Auxiliary Building and Feedwater Isolation Valve Pits. Service Water Pump Structure, Borated Water Storage Tanks and Diesel Generator Building.

In addition, the seismic design response spectra proposed in the FSAR for this plant has been reassessed. A site specific response spectrum has been made i

for the Safe Shutdown Earthquake, while the Operating Basis Earthquake is kept at the original level. This change will require a Safety Margin Eval-uation of the Category I structures for this plant. The evaluation of the Category I structures related to the soil remedial actions is tied to a series of hearings before the Atomic Safety and Licensing Board. Therefore, the completion of the staff evaluation of Category I structure at the Midland NPP is controlled by the applicant's timely submittal of infomation requested by the staff related to the soil remedial actions and the new site specific response spectra. The enclosure was prepared by Frank Rinaldi of Section B of the Structural Engineering Branch.
