VIRGINIA ELECTRIC dND POWER COMPANY NORTH ANNA PO)CR STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating License Nos. NPF-4 and NPF-7 for North Anna Power Station Unit Nos. I and 2.

The proposed changes are to Section 3/4.8.1, AC Sources, of the North Anna Unit 1 Technic.a1 Specifications (see Attachment 1). These changes address Emergency Diesel Generators (EDG) reliability concerns that were identified at North Anna in the recent Unit 2 EDG Technical Specification change.

The proposed Unit I

changes are consistent with the recommendations of Generic Letter 84-15, Proposed Staff Actions To Improve and Maintain Diesel Generator Reliability, and the recently approved Unit 2 Technical Specifications. Since the proposed changes are upgrading our existing Unit 1 Technical Specifications and are similar to the Unit 2 approved changes, no detailed explanation of the changes are included.

Proposed changes to the same section of Unit 2 Technical Specifications are being submitted to correct several typographical errors and one inconsistency in the use of a defined term. These proposed changes do not change the intent of the Technical Specifications, but are merely administrative changes to correct errors.

It has been determined that this change does not pose an unreviewed safety question as defined in 10 CFR 50.59 and does not pose a significant hazards consideration as defined in 10 CFR 50.92.

We have included as attachments the effected pages of Unit 1 Technical Specifications (Attachment 1), a brief discussion of the proposed changes for Unit I with a Safety and Significant Hazards Review (Attachment 2), a historical outline of significant testing and maintenance events for the Unit 1 EDG's (Attachment 3), the effected pages of Unit 2 Technical Specifications (Attachment 4), and a brief discussion of the Unit 2 proposed changes (Attachment 5).
