Subject:

Sumary of October 25, 1985 Meeting Regarding Licensing Actions The purpose of the meeting was to discuss the status and schedule of licensing actions on Grand Gulf Unit 1. Enclosure 1 is a list of attendees. Enclosure 2 is an MP&L handout for the meeting. Enclosure 3 is a proposed reorganization chart for the Nuclear Production Department of MP&L. Enclosure 4 is an update of tables regarding status and schedule for plant modifications required by license conditions. These tables were attached to staff's previous licensing actions meeting summary dated April 5,1985.

The following comments refer to item desigrations on pages 1 and 2 of Enclosure 2.

With regard to Item A, Mr. V. Panciera sumarized the discussion between MP&L and Regicn II concerning emergency preparedness as follows. Mr. 0. Kingsley, MP&L, opened the discussion with regard to the SALP functional area of emergency preparedness. He stated that in light of the recent SALP Category 3 rating in this area, he would like to hold quarterly meetings with the Region II staff to discuss actions needed and already taken to effect improvements. D. Collins, Region II, agreed with the need to hold quarterly meetings and suggested that such meetings could be held in conjunction with the quarterly licensing meetings held among NRR, MP&L, and Region II. Each deficiency noted in the SALP report was discussed as follows:

1. It was recognized that protective action decision making was not properly implemented by Plant Procedure 100S105. MP&L stated that this procedural deficiency had been corrected..
2. There were inconsistencies in emergency plan revisions. MP&L stated that action had been taken to improve the emergency plan revision process.
3. Effective communication with the States was a problem as noted by the delays in communicating protective action recomendations to the State.
4. The media center used in the past was not adequate.

Mr. Kingsley stated that MP&L is sponsoring monthly coordination meetings with state and county officials to discuss perceived problems and their solutions.

He stated that these meetings have had a salutary effect on comunications among the various parties involved in emergency preparedness drills. Mr. Kingsley also stated that a new media center is being constructed. This center will be located on Highway 18 near the town of Port Gibson, and will correct deficiencies noted during past emergency preparedness exercises. o recognized that or. site inprovements have been made with regard to plans and procedures. However, he noted that certain offsite problems still existed.

For example, the training of offsite fire department personnel has been deficient. He also noted that currently there is a difference between the States of Mississippi and Louisiana regarding the timing and type of source term to be used during the scheduled December 1985 exercise, and urged that this difference between the States be resolved in a manner that would allow relatively realistic performance by all parties during the exercise.

-With regard to Item B, the licensee said the Fall 1985 outage which began October 12 was 4 days ahead of schedule. In inspections of the main condenser tubes, some erosion of tubes due to steam impingement was evident but it is concluded that the plant can run until the first refueling outage. Induction

. heating stress improvement is completed on 22 of the 26 welds in the recircula-tion piping requiring such treatment. Installation of environmentally quali-fied solenoids is completed. Installation of high density fuel racks in the containment upper pool is underway and completion is expected November 2. The containment leak rate tests are expected to be completed November 8.

With regard to Iten C and F.4, the licensee is planning a 13-week refueling outage to start in early June 1986. During the Sumer 1986 outage, refueling of 1/3 of the core, maintenance, surveillance, and plant mcdifications, including modification of the standby service water Loop A, will be done.

Staff requested a copy of the refueling outage schedule of work to be accomplished for purposes of scheduling staff resources for review of associated licensing actions. Staff said that the licensee should reconsider deferral of two of the nine items proposed to be deferreo past the first refuelin 26, 1985 Sumary)g in

. Thethe previous TDI meetinginspections diesel generator (see Enclosure 3 of the August and maintenance as recommended by the TDI Diesel Generator Owners Group DR/QR report for Grand Gulf Unit 1 should not be deferred, including a tear down inspection of Diesel Generator 12.

Also, consideration should be given to inspecting the main steam turbine low pressure turbine discs in the first refueling outage. The staff said that in any requests for deferral of implementation of license conditions, an analysis should be provided of significant hazards considerations as required by 10 CFR 50.91(a)(3) using the three standaros in 10 CFR 50.92. Since the safety analysis for the change is corpleted before submittal of the request, a clear articu-lation of reasons why the change does not involve significant hazards consider-ations can be made. Staff said the October 11, 1985 submittal for deferral of installation of receiver pressure indication for the ADS was deficient with respect to this analysis and the justification for the deferral, and therefore additional information would be requested prior to noticing in the Federal Register. Staff requested that all requests for deferral past the first refueling cycle be submitted together so that an evaluation of their relative importance and total impact on the outage could be made.

-2 recognized that onsite improvements have been made with regard to plans and procedures. However, he noted that certain offsite problems still existed.

For example, the training of offsite fire dcpartuent personnel has been deficient. He also noted that currently there is a difference between the States of Mississippi and Louisiana regarding the timing and type of source term to be used during the scheduled December 1985 exercise, and urged that this difference between the States be resolved in a mar.ner that would allow relatively realistic performance by all parties during the exercise.

With regard to ltem 8, the licensee said the Fall 1985 outage which began October 12 was 4 days ahead of schedule. In inspections of the main condenser tubes, some erosion of tubes due to steam impingement was evident but it is concluded that the plant can run until the first refueling outage. Induction heating stress improvement is completed on 22 of the 26 welds in the recircula-tion piping requiring such treatment. Installation of environmentally quali-fied solenoids is ccnpleted. Installation of high density fuel racks in the containment upper pool is underway and completion is expected November 2. The containment leak rate tests are expected 7 be completed November 8.

With regard to Item C and F.4, the licensee is planning a 13-week refueling outage to start in early June 19E6. During the Summer 1986 outage, refueling of 1/3 of the core, maintenance, surveillance, and plant modifications, including modification of the standby service water Loop A, will be done.

Staff requested a copy of the refueling outage schedule of work to be accomplished for purposes of scheduling staff resources for review of associated licensing actions. Staff said that the licensee should reconsider deferral of two of the nine items proposed to be deferred past the first refueling in the previous meeting (see Enclosure 3 of the August 26, 1985 Summary). The TDI diesel generator inspections and naintenance as recommended by the TDI Diesel Generator Owners Group DR/QR report for Grand Gulf Unit 1 should not be deferred, including a tear down inspection of Diesel Generator 12.

Also, ccnsideration should be given to inspecting the main steam turbine icw pressure turbine discs in the first refueling outage. The staff said that in any requests for deferral of inplementation of license conditions, an analysis should be provided of significant hazards considerations as required by 10 CFR 50.91(a)(3) using the three standards in 10 CFR 50.92. Since the safety analysis for the change is completed before submittal of the request, a clear articu-lation of reasons why the change does not involve significant hazards consider-ations can be made. Staff said the October 11, 1985 submittal for deferral of installation of receiver pressure indication for the ADS was deficient with respect to this analysis and the justification for the deferral, and therefore additional information would be requested prior to noticing in the Federal Register. Staff requestea that all requests for deferral past the first refueling cycle be submitted together so that an evaluation of their relative importance and total impact on the outage could be made.
