Pursuant to Title 10 Code of Federal Regulation Part 50.71, Amendment l

14 of the Updated Final Safety Analysis Report (UFSAR) for St. Lucie j Unit 1 is required to be submitted with replacement pages as i identified in the FILING INSTRUCTIONS of the document. The update is j based on changes made to the facility from 6/18/93 through 12/1/94.

The issue date is June 1, 1995 which brings the UFSAR up to e u as of i December 1, 1994.

i j Revisions have been yenerated as a result of documentation reviews.

The list of effective pages reflects changes made to the F AR. Each i revised and new page bears the notation Amendment No. 14, (6/95) at the right-hand bottom corner of the page. Vertical bars have been

{ used in the margin of existing pages, as applicable, to indicate the i location of the revision (s) on that page or for the insertion of a new

! page. Changes identified for incorporation in this amendaant are part I of original Plant Change modifications (PCMs), Safety Evaluations i (SEs) or User Comments (UCs). All PCMs e,nd SEs have been previously

reviewed, independently vertfied, and.have been accepted as part of
the initial quality documentation. Engineering Quality Procedures i have been used to issue the above documents and the FSAR change in sach document has been reviewed and verified. No changes have been made to the original FSAR change packages as originally verified. By j detinition, UC incorporate only administrative changes into the FSAR.

All UC have been reviewed to the extent that they qualify as

" administrative changes", therefore, UCs incorporated in amendment 14 of the ""'t do not change the technical content of any passage in the l text.

This evaluation is not safety related and no "10 CFR 50.59" determination 1
required since al'. FSAR changes incorporated ~by this i document have been previously assessed for "10 CFR 50.59"
considerations. This document is issued to administratively document i j the sources of FSAR changes to Amendment 14 to the St. Lucie Unit 1 l d FSAR. ,

! This engineering evaluation documents the input to the FSAR update for l Amendment 14. The documentation is necessary to insure inputs to the

! FSAR update procese are captured as a qua.lity record for future

reference. This documents serves no safety function.

} 2.0 SCOPE j 2.1 General l

l The licensing requir.mente for submitting the FSAR is found in

! 10CFR50. 71(e) . The code requires that Amendments be submitcod within l

six months of the day the unit is placed on line fros its refueling j outage. Placing the uni * "on-line", for purposes of this evaluation,-

, is the day the breaker from the unit's main electrical generator is i closed to the grid. By definition the last day of the refueling 1 outage for purposes of this update is December 1, 1994, therefore, l submittal to the NRC is required prior to June 2, 1995.

l 2.2 Specific Pursuant to the above requirements, inputs to Amendment 14 associated

] with physical changes to the St. Lucie Plant implemented between

. 3/18/93 and 12/1/95 have been revieved, verified and included into f

this FSAR amendment. These inputs include Plant Change Modifications (PCMs), plant drawings, 10 CFR 50.59 Safety Evaluations, proposed license amendments (PLAs) that have been approved by the NRC, and User Comme- W on the above inputs a total of 76 independent records have best. venerated that may effect the FSAR.

Attachment-1, is the log of PC3ts implemented during the above time frame. The mainframe PCM log data'.aase was used as the source database for attachment 1. Per Engineering Quality Instructions, all engineering documents that may modify the plant are archived in the PCM log database. All Engineering Packages, in attachment 1, have been reviewed. As a result of that review the following PCM's have FSAR changes and are included in Amendment 14:

) In addition to the above inputs, a total of 24 " user comments" have

been reviewed and dispositioned. Of this total 20 have been
1. incorporr' 4 nto this amendment. User comments are usually l administra6 ., changes (i.e., alaspelled words, missing words, j incorrect page numbers, etc.). However, some are changes to correct, i or clarify technical content such as design information that (1) does
not affect the licensing basis of the. plant and (2) has been verified.

i Attachment 3 is Amendment 14 to the St. Lucie unit 1 FSAR for

submittal to the NRC.

3.0 verification a - ev i Tha scope of this verification was to review the FSAR update package

! for administrative completeness, !neluding the filing instructions, LOEPs, figures and tables. The input records for inclusion in this amendment were reviewed for completeness by the respective disciplines. All of the FCPs included in the update were previously

verified and approved by the appropriate discipline. The verifier concurs with the Quality Related classification of this evaluation.
