DIABLO CANYON DESIGN VERIFICATION PROGRAM

' As we have discussed, the QA audit report dated March 8,1981 by R.F. Reedy could have an irnportant bearing on the scope of work required of PGr.E.

Ve request that Region V review all the Reedy QA reports and provide us your views with respect to (1) the appropriateness of the current scope of the Phase I' design verification program, i.e. those design activities which must be completed prior to fuel-load; and (2) whether the scope of the Phase I and il programs as defined on November 19, 1981 in the Commission's Order and the staff's letter need to be -cdified to address issues identified to date, e.g. shocid either the Phase I or Phase il program be expanded to include other than desiga activities.

Please provide your views by April 2, 1982.
