ADJUNCT PROGRAM FOR THE EVALUATION OF DIABLO CANYON CONSTRUCTION QUALITY ASSURANCE Your memorandum of September 14, 1982, assigned rny office the responsibility to review the Teledyne Engineering Services program for evaluating Diablo Canyon construction quality assurance. The program is defined in a '

program plan entitled " Adjunct Program for Evaluation of Construction Quality Assurance" dated September 24, 1982 (Revision 0). We have completed our review of the plan and find the general approach and scope appropriate and consistent with ray previous recommendations in this area.

Our specific review comments are enclosed. It is suggested that the ,

comments be provided to the IDVP for their timely use in completing the verification program. We would be pleased to discuss the cements with you further (contact T. W. Bishop FTS 463-3751).

e REGION V REVIEW 0F THE ADJUNCT PROGRAM FOR EVALUATION OF DIABLO CANYON CONSTRUCTION QUALITY ASSURANCE The Region V staff has reviewed Teledyne Engineering Services' " Adjunct Program for Evaluation of Construction Quality Assurance" for Diablo Canyon. The program is defined in a Teledyne program plan of the same title dated September 24,1982 (revision 0). The Regional comments are provided below:

1. General Approach and Scope Teledyne Engineering Services' program is intended to assess whether the construction of Diablo Canyon was performed in accordance with appropriate quality requirements. The assessment will be based upon a two step sampling review of two important safety-related construction contractors. The first step in the process will involve an examination of the contractors' documented quality assurance program and nrlated procedures to determine if practices were adequate to assure that construction requirements were met. The second step in the assessEnt invoive:, a review or documentation to determine if required inspections were performed and a physical examination of selected components and structures to determine conformance with design drawings and specifications. Teledyne has identified the Guy F. Atkinson Company (responsible for erection of the containment) and Wismer and Becker, Inc. -(responsible for NSSS installation) as the the two major contractors for examination. '

Stone and Webster Engineerina Corooration has been designated as' Teledyne's subcontractor for this program._ Documentation of findings will be similar to that described in the Teledyne IDVP Phase I and II Program Management Plans.

The* staff finds that the proposed approach and scope (the containment and NSSS installation contractors) is appropriate for this program anc' is consistent with previous staff recomendations.* The use ,,

of qualified, independent Stone and Webster personnel to conduct this program is acceptable.

2. Specific Comments ,

a. Section 3.2 of the plan describes the method for assessing the contractor's quality programs. As a prerequisite to this task, it is recommended that the IDVP determine the scope of the -

quality assurance requirements contractually levied on each

, contractor and assess whether these requirements were consistent with appropriate NRC regulatory requirements in effect at the time. During the evaluation of each contractor's quality program and procedures the IDVP should assess whether these contractual and regulatory requirements ,were adequately prescribed. In

s performing this review it further recommended that the IDVP-give consideration to the programmatic deficiencies previously identified in the PG&E design quality assurance program, and I a specifically assess whether similar deficiencies existed in f the construction area.

b. Section 3.3.1 of the plan discusses evaluation of the physical installation of selected components and. structures. The subsequent paragraphs, however, only discuss components. It is recomnended that paragraph 3.3.2 be expanded to address structures as well as components.

c. Section 6.2 of the plan describes the content of the final report and states that this report "will. compile all evidence reviewed...and assess the PG&E QA Program for construction-of DCNPP Unit 1." It is recommended that this report specifically address IDVP conclusions regarding the programmatic deficiencies i previously identified in the PG&E design quality assurance i program and whether similar deficiencies existed in the construction area.
d. Throughout the plan reference is made to a document identified as " Reference 2". From the context of the plan, it is assumed that Reference 2 is the IDVP Phasd II Program Management Plan.

It is recommended that Teledyne appropriately identify references.
